About the role

Responsibilities

  • Assists in the planning, maintaining and directing a diversified city-wide recreation program for all age groups which includes but is not limited to social, physical and athletic activities, programs and civic meetings.
  • Schedules, organizes and instructs various programs and activities, including but not limited to, special events, year-round athletic leagues, family and youth recreation programs, etc.
  • Inspects recreation fields and facilities for proper use and maintenance to ensure continuous operation of departmental services.
  • Operates community swimming pools, including, but not limited to, planning and scheduling programs and classes, and overseeing daily operations.
  • Prepares activity and program schedules including setting rules, regulations, guideline and fee structures.
  • Collects registration and rental fees for programs and facilities and issues permits for ball field usage.
  • Coordinates city recreation facilities and programs with community organizations and inspects recreational facilities and programs for proper operating procedures.
  • Recruits volunteers, coaches, sponsors, sports officials for various social and athletic activities and programs.
  • Promotes and publicizes programs and activities through the local media, community organizations and the school system.
  • Collects donations from various individuals and/or civic groups, then disburses the money either according to greatest need or the donor’s request, at the discretion of the Recreation Superintendent.
  • Maintains records regarding recreation program attendance and community response.
  • Supervises and schedules the tourism staff.
  • Evaluates and analyzes recreation areas, facilities and services and their benefit to the community.
  • Prepares the annual divisional budget; recommends equipment and materials for purchase; reviews and approves requisitions, specifications and purchase orders covering all expenditures.
  • Supervises personnel, such as staffing, scheduling work, assigning work duties, training personnel, handling employee complaints, conducting performance evaluations, recommending disciplinary actions, and making hiring/firing recommendations.
  • Develops departmental plans, goals, policies and procedures.
  • Develops programs to reduce costs or improve services within the department.
  • Makes daily operational decisions for the department.
  • Maintains departmental compliance with applicable local ordinance and code, state statute, and federal laws and regulations that govern the activities of the department.
  • Provides guidance in various departmental tasks, including, but not limited to, correcting operating problems and ensuring the maintenance of departmental performance standards.
  • Assists the Grants Coordinator with the preparation of grant applications and the administration of grant funding in accordance with contracts, as related to recreation programs.
  • Operates a City vehicle, safely and in compliance with traffic laws and regulations, in the performance of job duties.
  • Operates standard office equipment in the performance of job duties, i.e. fax machines, copiers, personal computers, calculators, etc.
  • Performs computer input and retrieval functions utilizing a variety of hardware and software programs.
  • Performs accurate mathematical calculations in the performance of job duties.
  • Manages frequent interruptions while performing job duties efficiently.
  • Establishes and maintains effective working relationships with vendors, the general public, governmental officials, supervisors and co-workers.

Qualifications

  • Must possess a valid driver’s license at the time of hire, and maintain it throughout the course of employment.
  • Must possess a Bachelor’s degree in Physical Education, Recreation or a related field.
  • Minimum of five (5) years of experience conducting organized recreational activities.

Skills

  • Knowledge of and experience in applying the methods, techniques, materials and equipment used in the development, implementation and maintenance of public recreation programs.
  • Knowledge of the standard requirements of building new indoor and outdoor facilities and game fields in order to conduct recreation programs.
  • Knowledge of safety rules and precautions related to recreation, crafts, sports and swimming pool operation.
  • Knowledge of competitive sports and the rules and regulations by which they are governed.
  • Knowledge of and ability to utilize the English language, proper grammar, vocabulary, spelling and punctuation.
  • Ability to promote a safe working environment for all employees by training them on safety awareness, policies and procedures.
  • Ability to perform supervisory functions, such as staffing, scheduling work, assigning work duties, training personnel, handling employee complaints, conducting performance evaluations, recommending disciplinary actions, and making hiring/firing recommendations.
  • Ability to enforce rules and regulations to ensure departmental compliance with applicable local ordinance and code, state statute, and federal laws and regulations that govern the activities of the department.
  • Ability to plan, implement, evaluate, organize and direct diversified recreational programs adapted to community preferences and needs.
  • Ability to work with a variety of age groups with diverse needs in social, physical and athletic activities and programs.
  • Ability to plan and organize a personal work schedule, set priorities and meet deadlines.
  • Ability to perform job duties efficiently while managing frequent interruptions.
  • Ability to perform job duties with thoroughness, accuracy and attention to detail.
  • Ability to perform accurate mathematical calculations in the performance of job duties.

  • Ability to communicate effectively, in English, both verbally and in writing.

  • Ability to apply proper telephone etiquette.
  • Ability to establish and maintain effective working relationships with the general public, governmental officials, co-workers and supervisors.
