About the role
This position performs professional work related to the design, construction and management of multiple transportation projects. The Assistant Project Manager supports the successful delivery of projects by assisting with project coordination, construction oversight, budget tracking, consultant management and stakeholder communication.
Responsibilities
- Performs field and office support for the planning, design and construction of infrastructure improvements and assists senior project management with the completion of various records and applications and coordinates with other departments and agencies;
- Serves senior project management staff on specialized tasks as assigned, coordinates meetings and maintains schedules, attends meetings in order to take minutes or as an office representative, schedules and coordinates inspections, meetings, conferences, etc.;
- Coincides and assists with processing budgetary and other financial data, processes payment requests and invoices from contractors;
- Reviews and analyzes assigned procurement requisitions;
- Aids in determining the most appropriate method of procurement to be utilized for the source selection of high profile and complex construction projects, goods, and services;
- Coincides and assists, researches, analyzes and develops scopes of work, specifications, evaluation methods, and criteria for development of IFB's and RFP's for construction, goods, and services contracts;
- Assists with budget preparation, submits certifications for reimbursements, monitors expenditures and revenues, prepares purchase orders and field purchase orders for all departmental expenses;
- Prepares and maintains a variety of office files, accounts and other records, assists with budget process, compiles information and verifies data, prepares financial, statistical and project status reports, spreadsheets and papers;
- Enters a variety of data into computer, verifies statistical and other records for accuracy and completeness, enters and retrieves sensitive and restricted information into computer system;
- Maintains records and files, prepares maps, develops and maintains database for construction record documents, assists consulting engineers and citizens in finding record information;
- Coincides with consulting engineers and other county departments in the exchange of record data, researches real estate records for land acquisition and records maintenance purposes;
- Prepares, records, and files digital and hard copy as-built construction documents, easement plats, and other record instruments;
- Consults with senior project management staff concerning current and future needs, researches and implements new technology and IT programs to enhance the functionality of the office;
- Collaborates with various County Departments (Budget & Finance, Purchasing, County Attorney, Human Resources, Information Technology);
- Coincides with various Regional and State agencies and organizations such as GWRC, FAMPO, VDOT, and VAMWA;
- Performs related tasks as required
Requirements
- Any combination of education and experience equivalent to graduation from an accredited college or university with a Bachelor's degree in business management, construction management, or a related field;
- 4+ years of experience in an administrative support function with a complex and fast-paced environment;
- 2+ years of proven and successful experience supporting construction or transportation project management or similar position is preferred;
- Project Management certifications such as PMP is desired but not required.
Qualifications
- General knowledge of principles and practices of project management, particularly, construction and transportation project management;
- Detailed knowledge of administrative support functions including procurement and budgeting;
- Ability to present ideas effectively, both orally and in writing;
- Ability to establish and maintain effective working relationships with County officials, supervisors and employees and the general public;
- Ability to conduct detailed analytical evaluations and studies, and to prepare related reports and recommendations;
- Skill in the use of personal computer and data processing equipment and programs;
- Excellent communication, accounting and organizational skills;
- Familiarity with project management software
