Assistant Project Manager
About the role
Ferrovial Energy is seeking an experienced Assistant Project Manager to oversee all aspects of the permitting, regulatory compliance, project controls, and project delivery processes required for the construction and operation of an upcoming solar project. This role reports to the Project Manager, with weekly travel to the project site. Relocation support will be provided for candidates outside of the Austin, TX area that wish to apply.
The Assistant Project Manager will lead permitting strategy and execution, manage relationships with regulatory bodies at all levels of government, support project delivery and construction oversight activities, and ensure the project maintains full compliance throughout its lifecycle. Acting as the owner’s representative team, this role will protect the project owner’s interests by coordinating and overseeing the performance of EPC contractor, consultants, and third-party service providers throughout project execution.
Responsibilities
- Project Controls & Cross-Functional Support
- Overall project coordination and delivery management.
- Monitoring and tracking project deliverables, commitments, and obligations across different agreements.
- Supporting the Project Manager in the planning, execution, and delivery of project activities.
- Driving project execution and monitoring progress to ensure timely achievement of project objectives and milestones.
- Tracking construction milestones and the supervision activities carried out by the Owner’s Engineer.
- Managing all documentation related to construction activities (engineering, QA/QC, inspections).
- Tracking project contractual obligations and ensuring compliance with all contractual requirements.
- Tracking permitting milestones, associated budgets, and document quality throughout the project lifecycle.
- Supporting the Project Manager on environmental and overall permitting status as needed.
- Stakeholder & Regulatory Management
- Managing relationships with local, state, and federal regulatory bodies.
- Coordinating with the Project Manager, environmental teams, external consultants, and legal counsel to ensure comprehensive compliance with environmental laws and other regulatory requirements.
- Interacting with all relevant stakeholders to facilitate the registration and regulatory interconnection process (e.g., County Office, ERCOT, PUCT, NERC, etc.).
- Responding to internal and external environmental and permitting-related inquiries.
- Permitting Strategy & Execution
- Leading the development and implementation of permitting strategies for the project, ensuring timely acquisition of all required permits.
- Preparing and submitting permit applications, monitoring their progress, and addressing any compliance issues that arise.
- Navigating and leading the permitting process in dynamic regulatory environments.
- Minimizing the company’s permitting risk and liability.
Requirements
- Bachelor’s degree in Engineering, Construction Management, or a related field preferred.
- 3-5 years of experience in renewable energy, engineering, construction, project management, or a related field.
- Strong understanding of regulatory frameworks and guidelines applicable to renewable energy development.
- Demonstrated experience developing projects through complex permitting environments.
- Demonstrated experience interacting with government agencies at local, state, and federal levels.
- Experience monitoring compliance and maintaining rigorous documentation through the project lifecycle.
- Experience working collaboratively in a cross-functional and culturally diverse team environment.
