Assistant Program Manager, Chemical and Biological Defeat

About the role

We are seeking an Assistant Program Manager to provide strategic leadership and oversight for the pursuit, execution, and growth of APL’s Chemical and Biological Defeat program. This program advances foundational CBRNE science, integrates, and evaluates emerging technologies through experimentation, develops prototype capabilities, and transitions innovative solutions to meet the operational needs of warfighters and analysts who are partnered across the interagency, including the Department of War (DoW) and the Intelligence Community (IC).

Responsibilities

  • Serve as a partner for the Program Manager to manage the cost, schedule, and quality of APL efforts within the program portfolio.
  • Work with line management to form high-functioning cross-functional teams of technical, programmatic, and administrative experts to execute incoming tasks.
  • Represent APL as a trusted mission partner for the government’s CBRNE and CWMD communities and cultivate high-integrity teams of APL’s world-class experts to amplify and scale this trusted role.
  • Contribute to the strategy and future vision of APL's C-CBRNE Threats program area.
  • Form valued partnerships with other institutions, laboratories, and industry to understand the full range of capabilities available to sponsors.

Qualifications

  • Possess a Master’s degree or higher with 10+ years of experience working in technical, project, and program leadership positions within the chemical biological defense community.
  • Highly skilled in developing collaboration between technical scientists, engineers, end users, and sponsors.
  • Experience communicating with all levels of staff and sponsors.
  • Hold a Top Secret clearance and can ultimately obtain a TS/SCI level clearance.

Preferred Qualifications

  • Depth of knowledge of the CWMD mission space and the operational groups that perform these missions.
  • Consistently proven ability to interact with Senior Government officials within the CBRNE Defense and CWMD enterprise.
  • Demonstrated success performing project and program management functions.
  • PhD.
