About the role

The Parks/Green Spaces Assistant Superintendent is an "At-Will" employee under the administrative supervision of the Parks/Green Spaces Superintendent. This position supervises and performs work in maintaining parks and similar facilities in the City; supervises full time employees in year round and seasonal crew during spring/summer/fall.

Responsibilities

  • Supports Parks Superintendent in various administrative functions for the Parks division; plan, organize, lay out, perform and supervise others in the construction, maintenance and operation of the green spaces.
  • Trains and instructs less skilled employees in the proper operation and maintenance of City equipment; trains less skilled operators in proper safety practices; supervises use of safety devices according to established uniform codes and standards.
  • Assists to plan, organize, oversee and the supervise of the day-to-day operations of the Parks division, which includes city grounds, buildings, open space and parks.
  • Monitors materials and equipment; maintains inventory, requisitions supplies essential to maintenance and operations of Parks division; purchases emergency supplies as needed; oversees park and landscape maintenance; assures proper turf maintenance and controls applications of herbicides, pesticides, etc.; coordinates city-wide beautification projects.
  • Establishes and maintains documentation, records, maps and related details for all Parks properties; monitors equipment inventory, i.e., mowers, playground equipment, and determines replacement requirements; utilizes system maps and records day operations; responds to requests for information from the public; perform in and supervise maintenance and repair of green space equipment.
  • Seasonally coordinates snow removal on sidewalks and trails, and winter maintenance activities; monitors health condition of trees, shrubs and other horticulture; evaluates diseases and analyzes and makes decisions for the treatment of unhealthy trees, shrubs and related greenery; plan fertilizer and chemical programs; apply fertilizers, pesticides and herbicides.
  • Ensures project safety with proper utilization of signage and warning methods for traffic control when in the public right-of-way; assists with the day-to-day supervision of Parks equipment and vehicles; maintains comprehensive work records, maintenance records, accident records, vehicle maintenance records and equipment and labor cost records.
  • Schedules and monitors irrigation of parks, sports fields and cemetery; inspect, diagnose, maintain, repair irrigation system, which consists of valve-in-head sprinklers, rotary pop-ups, valves, swing joints, PVC pipe and fittings, mechanical joints, electrical and low voltage wiring, thrust blocks, grounding grids, field controllers, central computer, communication cables, relief valves, quick couplers and pumping stations; winterize irrigation and other installations in the fall, and start up in the spring.
  • Performs related duties.

Requirements

  • Education and Experience: Graduation from high school, plus, one years of specialized training in turf management, horticulture, forestry or a related field; AND Three (3) years of experience performing above and related duties; OR An equivalent combination of education and experience.
  • Knowledge, Skills, and Abilities: Considerable knowledge of hazards and related safety precautions associated with equipment operations and chemical regulations and various environmental quality laws; EPA (Environmental Protection Agency), OSHA (Occupational Safety and Health Association), HAZWOPER/HAZMAT; Working knowledge of turf and greens management; maintenance equipment such as backhoe, loader, dump truck, snow removal, mowers, tractor, sweeper, chipper, power over seeders, aerators, thatchers, trimmers, etc.; landscape and sprinkler system design; hazards and related safety precautions associated with equipment operations; herbicides, fungicides, insecticides, and pesticides, and proper application of the same; interpersonal communication skills. Some knowledge of various construction and maintenance methods related to landscaping and irrigation systems, building construction, electrical wiring, plumbing, etc.; principles of employee supervision and motivation. Skill in the operation of various types of light equipment such as power mower, front end loader, tractor, backhoe, etc., basic mechanics, basic electrical and plumbing operations, basic carpentry, and masonry. Ability to make decisions in determining project priorities; ability to communicate effectively both verbally and in writing; identify problems, and determine practical solutions; ability to make accurate decisions in emergency situations ; plan and organize work of subordinate personnel; evaluate employee performance; ability to enforce related policies, procedures, regulations, and standards without partiality; recognize and identify common weeds and pests; recognize and identify diseases common to turf and greenery; effectively apply chemicals for the abatement and control of pests.
