Assistant General Counsel
The New York City Taxi and Limousine Commission (TLC) is the agency responsible for regulating for-hire transportation in New York City. The agency oversees a transportation ecosystem that moves nearly 1 million riders daily, equivalent to the entire Boston transit system. It is guided by three core priorities: Driver and Passenger Dignity, Corporate Accountability, and a Transportation System that Works Together.
Legal Affairs Division
The Legal Affairs Division provides legal advice for various divisions within TLC, drafts agency rules, executes agreements, enforces rules, and handles litigation with the New York City Law Department.
Key Responsibilities
- Serve as a legal expert responsible for drafting and negotiating contracts and agreements;
- Manage and oversee litigation;
- Advising on rulemaking and administrative law matters;
- Ensure compliance with Freedom of Information Law (FOIL);
- Address privacy concerns;
- Manage intellectual property issues.
Requirements
- Draft and review legal documents;
- Track and resolve complex legal matters;
- Review information requests to ensure legal compliance and transparency.
Representation
- Represent the agency at internal and external meetings;
- Develop and deliver high-level presentations;
- Oversee special legal projects as assigned.

Minimum Qualifications
- Admission to the New York State Bar;
- One year of satisfactory United States legal experience subsequent to admission to any state bar; or
- Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
Assignment Levels
- To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
- To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
Preferred Skills
- Knowledge of relevant federal and state laws;
- Strong knowledge of administrative law, local laws, public policy, and jurisdictional practices;
- Excellent leadership, strategic planning, legal research, and problem-solving skills;
- Strong advocacy and negotiation skills;
- Excellent written and verbal communication skills;
- Strong public speaking experience;
- Ability to manage multiple high-level tasks simultaneously under tight deadlines;
- Prior proven project management experience;
- Advanced level proficiency with Microsoft Office programs, project management software, database technologies, and experience with Westlaw and/or Lexis/Nexis software programs.

Salary Range: $92,525.00 – $125,000.00
