General Statement of Duties
Performs various accounting and finance functions including general ledger maintenance, supervision of accounts payable, and responsibility for preparing and or approving monthly, quarterly, and annual entries and reports.
Duties and Responsibilities
- Assists in preparation of department budget, City's annual operating and capital budgets, monitors expenditures and prepares budget adjustments.
- Verifies accuracy of detail in journals on a daily basis and posts to proper general ledger accounts; adjusts, closes and balances accounts and funds.
- Makes journal entries, adjustments and corrections into accounting system.
- Examines records and makes comparisons with the work activities to ensure proper recording of transactions and compliance with statutory and policy requirements.
- Interprets and enforces current fiscal policies and practices for the department.
- Assists as a backup to other accounting and finance staff/ functions.
- Prepares monthly budgetary reports for department heads.
- Communicates with, and advises, department heads and other departmental staff of budget or expenditure concerns.
- Prepares and or reviews monthly bank reconciliations.
- Files and/or supervises the filing of required payroll and fringe benefits reports including quarterly and year end reports.
- Supervises and/or prepares W-2 forms on an annual basis.
- Prepares/reviews and ensures compliance on federal/state financial reports and grants monthly, quarterly and annually.
- Assembles statistical and accounting data on request.
- Prepares year end closing entries.
- Affords assistance to auditors during the annual audit of financial records.
- Generates reports, statements and financial analysis.
- Affords assistance in designing, implementing, and maintain effective internal controls regarding financial accounting and reporting.
Knowledge, Skills, and Abilities
- Knowledge of governmental accounting practices and procedures.
- Knowledge of laws, rules, regulations, policies and practices to follow in a municipal accounting function.
- Skill in accurate and thorough analysis and preparation of financial records and reports.
- Ability to understand and apply policies to the maintenance of financial records and reports.
- Ability to make computations accurately and with reasonable speed.
- Ability to maintain accurate records and prepare moderately complex records and reports and to verify accounting documents and forms for accuracy and completeness.
- Ability to establish and maintain effective working relationships with the public, department heads, government officials, City employees, and vendors.
- Ability to communicate effectively, both orally and in writing, and to prepare and maintain accurate records and reports.
Education and Experience
- Graduation from an accredited four-year college or university with a bachelors degree in accounting, business or related field.
- 2-4 years of experience in an accounting environment, preferably in a North Carolina unit of local government in a similar position; or an equivalent combination of education and experience providing the necessary knowledge, skills and abilities to adequately perform the essential duties may be considered.

Work is performed in an inside environment with controlled environmental conditions without exposure to harmful conditions.
Physical Requirements
- Must be able to perform the basic life operational skills of climbing, stooping, kneeling, reaching, standing, walking, fingering, grasping, talking, hearing and repetitive motions.
- Must be able to perform light work exerting up to 10 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects.
- Must possess visual acuity to read maps and diagrams; to operate a vehicle and computer; and to read, analyze and prepare reports. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels.
Special Requirements
- Legally eligible to work in the United States.
- Possession of a valid North Carolina Class C Drivers License.
