Assistant Electrical Inspector - SR-16

Duties Summary

Inspects and tests electrical installations and equipment in buildings and structures of limited size and scope for compliance with plans and specifications, electrical codes and other pertinent ordinances and accepted safety standards; and performs other related duties as required.

About the role

This Assistant Electrical Inspector, SR-16 position is a career ladder position. The next level in the series is Electrical Inspector, SR-19, $4,933/month. Persons hired into career ladder positions must meet minimum qualifications for the next level in the career ladder series, perform work at the higher level, and meet performance requirements to move to the next level in the career ladder series. The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Responsibilities

• Reviews applications for electrical permits, checks and verifies information recorded on application with related building permits on file, and verifies permit fees according to established rates schedule.
• Reviews less complex electrical plans to determine whether proposed wiring and equipment meet code requirements.
• Notes appropriate permit fees according to established rates.
• Inspects electrical installations and equipment in existing and new residential and small commercial and industrial buildings for compliance with the provisions of the County electrical codes and ordinances, and with the National Electrical Codes.
• Checks type, size, and number of wires, boxes, outlets, and conduits being installed.
• Checks load on feeder lines by conducting necessary tests.
• Checks wiring of appliances and equipment.
• Issues correction notices, stop work orders, notices of violations, orders, and follows up to see that violations are corrected.
• Makes recommendations to electrical contractors or owners concerning the correct methods of installing electrical wiring or equipment.
• Issues certificates of approval when work is approved in its final phases.
• Inspects installation of solar water heater and photovoltaic systems for compliance with County Codes, National Electrical Codes, engineered plans, and specifications.
• Inputs and checks permit status updates in the permitting software system and/or other applications.
• May assists higher level inspectors by inspecting phases of large and complex multi-storied buildings.
• Keeps work records and prepares reports of inspections made.
• Checks for compliance to contracting and trade licensing laws.
• Affords assistance to clerical staff in answering phones and assisting the public at the counter.
• Deals tactfully with electrical contractors, workmen, owners, and the general public.

Requirements

Training and Experience: A Combination Of Education And Experience Substantially Equivalent To graduation from high school, and four (4) years of experience in the supervision and/or installation, alteration, repair, and maintenance of electrical equipment, wiring, and apparatus as a journey-level electrician, and possession of a State of Hawai'i Journey-level or Supervising Electrician's License at time of filing (scan and attach a copy of your license to your application), and possession of a valid State of Hawai'i driver's license (Class 3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire).

Qualifications

Knowledge of: The electrical codes of the County of Hawai`i and National Electrical Codes; the National Electrical Codes; building and safety codes and other pertinent ordinances pertaining to electrical installations; the standard practices, methods, processes, materials, and tools of the electrical trade and their application to electrical wiring and equipment installations on residential, commercial, and industrial premises; the basic principles of electrical installations as they apply to electrical appliances and wiring installations; operation and maintenance of standard office machines, computers, tablets, cell phones, and other mobile devices; and Electrical Contracting and Electricians trade licensing laws.

Skills

Ability to: Inspect electrical installations and equipment and render decisions in conformity with ordinances and codes; recognize hazardous situations and determine means of correction; read and interpret plans and specifications, electrical codes and pertinent ordinances and apply them to the general public; maintain records and prepare reports; compute and determine capacity for any required service entrance equipment and number of circuits based on given load; operate and maintain standard office machines and equipment, including electronic computer equipment, peripherals and mobile devices; operate and maintain County issued vehicles and equipment; offer assistance to clerical staff in answering phones and assisting the public at the counter; and deal tactfully with electrical contractors, workmen, owners, and the general public.
