Assistant Director of Payroll
About the role
The Assistant Director of Payroll position at the New York City Department of Youth and Community Development (DYCD) is responsible for overseeing all agency payroll functions using NYCAPS, PMS CHRMS, and PRISE. This role involves analyzing and understanding payroll activities, ensuring accurate and timely bi-weekly paychecks for 700 employees, and reporting to the Deputy Director of Payroll.
Responsibilities
- Prepare bi-weekly payroll for the agency.
- Prepare managerial lump sum payments (MLSP) for Comptroller audit.
- Process collective bargaining increases for all unionized members and implement Mayor's Personnel Orders.
- Respond to employee payroll inquiries.
- Generate confidential reports from New York City Personnel databases including NYCAPS, CHRMS, and PMS.
- Ensure employee pay rates and additions to gross are current and accurate.
- Perform specific projects as requested by senior leadership.
Requirements
- Strong attention to detail, ability to handle time-critical tasks, proficient computer and data entry skills, and excellent written and oral communication skills are essential.
Qualifications
- A master's degree from an accredited college in economics, finance, accounting, business, public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, fiscal or economic research, management or methods analysis, operations research, organizational research, program evaluation, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
- A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above;
- An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in "1" above;
- A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in "1" above;
- A combination of education and/or experience equivalent to "1," "2," "3," or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience.
Preferred Skills
- Two or more years of experience with PMS, CHRMS, RMDS, and NYCAPS in a payroll-related position.
- Excellent analytical skills and the ability to interpret and apply policies as required and implement pay authorizations.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
