About the role
The Assistant Director Information Technology Services 2 (ADITS 2) serves as proxy and second in command (2IC) for the Deputy Commissioner for Technology (DCT) across the state agencies OPWDD, Justice Center, OFA, and CDD. The incumbent supports the DCT in developing and executing the Information Technology Services (ITS) strategic vision in alignment with the New York State Chief Information Officer, and assists in all budgetary, personnel, strategic planning, product support, and operational concerns.
Responsibilities
- Administrative and fiscal oversight for 145+ full-time employees and contractors.
- Plans and manages the research, analysis, development, and implementation of system development strategies and technologies to meet short-term and long-range customer service goals.
- Manages the preparation of detailed work plans for staff resources and monitors progress, adjusting resource allocation and priorities as necessary.
- Ensures appropriate resources are available to complete projects by required due dates.
- Manages the preparation of analysis and cost-benefit studies resulting from customer requests, legislative and policy changes, system problems, and emerging technologies.
- Recommends priorities for pending requests for IT services.
- Meets with IT program management and customers to determine technical needs, requirements, program priorities, and implementation approaches.
- Assesses the impact of new legislation on existing systems and work in progress.
- Manages the development of application architecture or Enterprise Architecture plans for complex, multi-tiered application development environments.
- Manages the preparation of project deliverables and resolves issues affecting the project life cycle.
- Oversees vendors and customers developing IT products/services to ensure compliance with contract specifications and resolves problems as necessary.
- Develops the IT budget in coordination with the agency finance officer and IT management.
- Oversees management, project delivery, application development, infrastructure/business system operations, technical/workplace services, architecture, and security within OPWDD, Justice Center, OFA, and CDD.
Requirements
Open to NYS employees with one year of permanent competitive service as an Assistant Director, Information Technology Services 2 or in a position at M-4 or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than one M-grade.
Additional Information
- ITS will not offer permanent employment to any candidate unless they provide documentation of authorization to accept work in the U.S. on a permanent basis.
- ITS does not hire F1 or H1 visa holders for permanent employment or sponsor non-immigrant aliens for temporary work authorization visas or permanent residence.
- Some positions may require fingerprinting, up to 25% travel, and/or lifting up to 50 lbs.
- Some positions are pending Civil Service approval.
- Positions located in New York City receive an additional $3,400 downstate adjustment location pay with regular annual salary.
- Positions located in the Mid-Hudson receive an additional $1,650 adjustment location pay.
