About the role

The City of Oxnard's Finance Department is seeking its next Assistant Chief Financial Officer (ACFO). This position is one of three ACFO positions in the department.

Responsibilities

  • Assists in planning, directing, managing, and overseeing activities and operations within the Finance Department.
  • Primarily focuses on budget, budget preparation and tracking, financial reporting, process improvements, current and long-term financial planning, assisting the Public Works Department in the Cost of Service Analysis review and utility rates recommendations to the City Council, and support of debt issuance and cash flow forecasting.
  • Provides internal customer service and budget support to internal customers, as well as supervision of external vendor contracts and financial advisors.
  • Coincides budgetary activities with other departments and provides highly responsible and complex analytical support to the Chief Financial Officer.

Requirements

  • Four (4) years of progressively responsible related experience that includes significant management and supervisory experience.
  • Bachelor’s degree in accounting, finance, or a field directly related to the assignment.
  • Master's degree in accounting or finance is highly desirable.
  • Professional certifications related to this position are highly desirable.
  • Prior experience in municipal finance, revenue administration, or public sector accounting is highly desirable.
  • A background working in a union environment is highly desirable.

  • Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service with the City of Oxnard.
  • 60 hours of Administrative Leave per fiscal year.
  • The City will contribute $2,054.00 monthly towards medical insurance premiums with no cash back.
  • If you waive medical insurance, you will receive $500.00 per month cash back with proof of other qualifying coverage.
  • The City will continue to provide $66.79 per month towards dental insurance.
  • Some positions that work with or have access to the Police Department may require a polygraph exam.
  • Select positions may require candidates to undergo a pre-employment medical and/or psychological evaluation.
