About the role

The primary responsibility of a Refuse Equipment Operator III is to operate the most complex heavy equipment used in sanitary landfill operations. They also act as a leadworker for one or more small crews on a regular or intermittent basis.

Responsibilities

  • Operate a motor grader, scraper, crawler dozer and landfill compactor to spread, compact and cover refuse.
  • Operate a scraper to provide cover material and to excavate trenches for refuse disposal.
  • Operate a variety of other heavy equipment such as backhoes, water trucks, excavators and loaders.
  • Aid in maintaining grounds at disposal sites.
  • Perform routine service work on assigned piece of equipment, make minor adjustments and assist in field repairs.
  • Keep time, material and equipment maintenance records.
  • Follow safety rules and regulations.
  • Act as leadworker over small crews.
  • Assist in making inspections of work in progress.
  • Interpret verbal and written orders and work sketches.
  • Assume additional duties in the absence of the Refuse Site Supervisor.

Requirements

  • Knowledge of: Operating characteristics of gasoline, diesel powered earth moving equipment; practical application of equipment operation for sanitary disposal work; safety procedures for use of equipment; service requirements of equipment; basic math sufficient to keep time, operating and service records; methods of handling refuse materials; proper use of hand and power tools; equipment inspection methods.
  • Skills/Abilities to: Operate one or more pieces of construction equipment; carry out oral and written job assignments; read and understand operator and service manuals; inspect, service and make minor repairs and/or adjustments on equipment; work cooperatively with other operators and maintenance personnel; identify and handle hazardous materials; cut trenches with a scraper leaving safe bank slopes.

Qualifications

  • Education: None required.
  • Experience: Four years of experience in the operation of heavy construction equipment preferably in landfill operations which involved servicing equipment.

Desirable Qualifications

  • Knowledge of: Occupational Safety and Health Acts Safety Regulations; cleaning and removing hazardous materials; correct slope of full trenches; proper compaction in refuse fills for direct cover; water application principles for dirt compaction.
  • Skills/Abilities to: Identify and handle hazardous materials; safely handle materials such as concrete, tree stumps and demolition materials when operating a dozer, traxcavator or trash compactor.

The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
  • 12 set days and 1 personal holiday.
  • Vacation accrual: 2 weeks per year (0-3 years of service), 3 weeks per year (3-7 years of service), 4 weeks per year (7-11 years of service), 5 weeks per year (11+ years of service).
  • Sick leave accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave. Sick leave buy back program after 3 years of service.
  • Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
  • Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
  • Voluntary deferred compensation plan available.
