GRADE 17 LOCATION OF POSITION Maryland Department of Human Services Division of Administrative Operations, Asset Management 25 S. Charles Street Baltimore, MD 21201 Main Purpose of Job The primary function of this position is to serve as a Senior Asset Management Supervisor and operations leader with statewide responsibility for directing, coordinating, and overseeing a complex, high-value government asset management program for the Maryland Department of Human Services (DHS), spanning the Central Office, 24 Local Departments of Social Services (LDSS), and multiple satellite facilities across the state. Provides executive-level leadership over the agency’s Asset Management program, which is strategically divided into two core functional units—Inventory Control and Excess Property—ensuring full lifecycle governance of state-owned assets from acquisition, active use, and tracking through surplus, redistribution, and final disposition in compliance with Department of General Services (DGS) regulations, COMAR requirements, and the DHS Administrative Procedures Manual (APM). POSITION DUTIES Supervision & Leadership Oversees and guides staff responsible for conducting annual site visits and physical inventories of sensitive and non-sensitive equipment across all DHS and Local Department locations. Asset & Inventory Management Provides statewide oversight of the Asset Management database for all Maryland Department of Social Services (DSS) offices across all 23 counties and Baltimore City, ensuring the accuracy, integrity, and reconciliation of approximately 200,000 fixed assets valued at over $957 million, requiring continuous coordination across multiple jurisdictions, reporting units, and administrative structures. Audits, Reports, Analysis & Compliance Oversees the preparation of highly detailed, accurate, and time-sensitive audit responses related to statewide asset inventory, valuation, tracking, reconciliation, and regulatory compliance. Policy Development & Training Works with the Office of Technology team in developing and structuring new inventorying systems. Systems & Process Improvement Leads and supports the conceptual architecture, design enhancement, and modernization of the statewide Asset Management database, including advanced participation in system requirements gathering, workflow engineering, data structure optimization, and end-user functionality testing. This includes translating complex operational requirements into technical specifications for IT development teams while ensuring compliance with statewide financial reporting standards. Minimum Qualifications Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying. Education : Graduation from an accredited high school or possession of a high school equivalency certificate. Experience : Five years of administrative staff or professional work. Notes Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience. Desired Or Preferred Qualifications Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. One year of experience supervising inventory, warehouse, asset management, or supply chain operations. One year of experience with procurement, receiving, distribution, and surplus property procedures. One year of experience conducting audits, reconciliations, and physical inventory counts. One year of experience with inventory accuracy, loss prevention, and asset accountability procedures. LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
