About The Role
Ramsey County is seeking an Assessment Appeals Specialist to serve as the county’s technical expert on complex property assessment appeals and tax petitions. This role focuses on commercial, industrial, apartment, and special-use properties, representing Ramsey County in negotiations and Minnesota Tax Court while helping defend accurate property valuations.
Key Responsibilities
- Manage complex commercial, industrial, apartment, and special-use property tax appeals.
- Prepare technical narrative appraisals and valuation analyses.
- Represent Ramsey County in Minnesota Tax Court as an expert witness.
- Negotiate settlements with property owners and tax attorneys.
- Develop appraisal templates, valuation models, and market analysis tools.
- Research market rents, vacancy rates, capitalization rates, and comparable sales.
- Advise and mentor commercial appraisers on advanced appraisal techniques.
- Collaborate with the Ramsey County Attorney’s Office on tax litigation.
- Represent the Assessor’s Office at Board of Equalization meetings.
- Review requests for property value reductions, classification changes, and abatements.
Qualifications
- Bachelor’s degree in Real Estate or a closely related field.
- Completion of coursework required for Accredited Minnesota Assessor (AMA) licensure.
- Seven years of experience appraising income-producing, special-use, or complex residential properties.
- Licensure as an Accredited Minnesota Assessor (AMA) at hire (or qualifying alternative licensure as outlined by Ramsey County).
- Ability to obtain Senior Accredited Minnesota Assessor (SAMA) licensure within required timeframes.
- Valid Minnesota Class D Driver’s License.
