Architect (Historic).

About the Role

This position serves as the installation Point of Contact (POC) for the Cultural Resources Management Program (CRMP). Duties described are at the full-performance level; at developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.

Responsibilities

• Analyze renovations and improvements needed to meet new mission and environmental requirements.
• Ensure the legal, regulatory, professional, and scientific adequacy of projects meet CRMP goals and planning needs.
• Plan and/or monitor large-scale facilities projects to ensure compliance with applicable objectives, standards, and requirements.
• Monitor and/or manage substantial new construction, renovation, and improvement projects utilizing professional knowledge of architecture.
• Evaluate and recommend development plans for construction, renovation, and improvements of real property facilities.
• Serve as technical representative for negotiation and administration of contracts.
• Evaluate programs and development plans for construction, renovation, and improvements of real property facilities.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Temporary duty travel (5% or less) away from the normal duty station may be required.
• Must possess or be able to obtain and maintain a valid state-issued Driver’s License.
• Must possess or be able to obtain a Professional Architecture or Architectural Engineering License within 24 months of employment.
• Must possess or be able to obtain a Secretary of Interior (SOI) Historic Preservation Professional license within 24 months of employment.
• Overtime may be required.
• Must have the ability to discern colors, contrast, and depth.

Qualifications

Open to US Citizens. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Basic Education Requirement for Architecture Series

You must meet one of the following basic requirements to qualify for this position:

• Degree: Bachelor’s degree (or higher) in architecture or a related field that included 60 semester hours of course work in architecture or related disciplines, of which at least:
  • 30 semester hours were in architectural design, and
  • 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
• Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
  • A thorough knowledge of the arts and sciences underlying professional architecture, and
  • A good understanding, both theoretical and practical, of architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
  The adequacy of such background must be demonstrated by at least one of the following:
  • Related Curriculum: Degree in architectural engineering provided the completed course work in architectural engineering offered knowledge, skills, and abilities substantially equivalent to those provided in the courses specified above, or
  • Experience: 1 year of experience in an architect’s office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated acquisition of a thorough knowledge of the fundamental principles and theories of professional architecture.

Specialized Experience

• GS-11 Level: One year of specialized experience equivalent to the GS-09 grade level in the Federal service, which includes:
  • Preparing architectural designs, plans, and/or design specifications;
  • Using design and drafting or related software to prepare/review designs;
  • Analyzing the impacts (i.e., benefits and liabilities) of facility projects;
  • Providing support to engineers with design work and/or facilities inspections.
• GS-12 Level: One year of specialized experience equivalent to the GS-11 grade level in the Federal service, which includes:
  • Experience in architecture;
  • Facilities planning and construction concepts;
  • Assuring compliance with objective standards and requirements;
  • Establishing architectural project requirements and priorities in developing strategies to create short- or long-term goals.

This position may be filled at either grade level advertised. If selected at the developmental GS-11 grade level, you may be promoted to the next grade level non-competitively after completion of one year of specialized experience at the next grade level, provided all statutory and regulatory requirements are met, performance is satisfactory, and promotion is recommended by the supervisor.

Foreign Education

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization specializing in the interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program, or full credit has been given for the courses at a U.S. accredited college or university.
