About the Role

Serve as the design and construction technical lead ensuring new construction projects follow the master plan, programming documents, and exterior appearance standards. Act as the Master Planning Technical Lead for design and construction of complex major construction projects on Joint Base Lewis-McChord (JBLM) and Yakima Training Center (YTC).

Responsibilities

• Provide technical review of plans, designs, and specifications prepared by the Corps of Engineers and Architect-Engineer design firms for MCA, UMMCA, SOCOM, NAF, and other tenant activities projects.
• Serve as a consultant on technical planning and programming issues for matters relating to long-range construction programs.
• Develop and update the installation Real Property Master Plan and Area Design Guides for overall community and area development.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position has a Temporary Duty (TDY) or business travel requirement of occasional travel.
• A Tier 1 Non-sensitive background is required throughout this appointment.
• Employee must obtain and maintain Cyber work roles at proficiency levels:
  • Foundational qualification requirements within 9 months;

To qualify, you must meet the experience or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Basic Requirement for Architect Degree:

• Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines, of which at least:
  • 30 semester hours were in architectural design, and
  • 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
• OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
  • A thorough knowledge of the arts and sciences underlying professional architecture, and
  • A good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
  The adequacy of such background must be demonstrated by at least one of the following:
  • Related Curriculum: Degree in architectural engineering may be accepted if the completed course work provided knowledge, skills, and abilities substantially equivalent to those specified in the architecture degree requirements.
  • Experience: An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated acquisition of a thorough knowledge of the fundamental principles and theories of professional architecture.

Specialized Experience:

In addition to meeting the basic requirement, to qualify for this position you must have one year of specialized experience which includes:

• Providing research and information for design, planning, programming, real property, environmental, or cost estimating aspects of design or construction for architectural work;
• Working on all phases of major design or construction projects;
• Assisting with facility condition assessment surveys to determine program planning or budgetary requirements.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement:

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Foreign Education:

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
