Responsibilities
- Design, develop, test, deploy, and provide ongoing support for web-based and database applications used by CTAS and county governments across Tennessee.
- Led full-cycle development of the Highway Resource Management System (HRMS), including fleet maintenance, work order workflows, fuel log tracking, road mapping, and document management modules.
- Manage individual county onboarding and data migration from legacy Microsoft Access-based systems to the current web platform.
- Develop and maintain the CTAS Data Application Suite, including Tax Statistics, Financial Audit Data, Elected Officials Salary Schedules, Highway MOE Certification, and the Trustee Appeal Calculator.
- Support and improve applications used across 57+ county customers and 225+ active users statewide.
- Operate, monitor, and maintain complex server infrastructure on the organization's network, ensuring service availability, scheduled maintenance, backups, updates, and security.
- Manage all Active Directory, Microsoft Entra ID (formerly Azure AD), and DNS entries for the organization.
- Oversee Microsoft Intune management of all organization workstations.
- Troubleshoot technical problems with voice and data networks, including wired and wireless environments.
- Provide technical assistance and troubleshooting support to Windows users across the organization.
- Serve as the primary liaison between CTAS and UT's Office of Innovative Technology (OIT) to coordinate and resolve systems issues.
IT Systems Administration
- Create, maintain, and support an ArcGIS Enterprise server environment for use across the organization and by county government clients.
- Integrate GIS and mapping functionality into highway and other county applications.
- Research, analyze, and prepare recommendations related to spatial and geographic challenges in county government, including transportation network analysis and service location planning.
Reporting, Data Visualization & Consulting
- Develop reports, dashboards, and interactive data tools that support data-driven decision-making by CTAS staff and county officials.
- Advise county governments and UT public service agencies on the effective use of databases, application, and IT technologies.
- Assist with distribution and sharing of data through maps, reports, web-based tools, and other visualization methods.
