About the role
The Site Manager is responsible for overseeing all property operations, adhering to company policies and regulatory requirements, and ensuring effective fiscal, physical, and social soundness.
Responsibilities
- Respond to inquiries, show vacancies, and comply with relevant regulations.
- Maintain waiting lists and screen applicants, verifying tenant income, assets, and household characteristics.
- Conduct regular marketing and outreach activities, such as visiting VA, MUTEH, and mental health centers.
- Prepare and process leases, security deposit agreements, and HUD, RD, and LIHTC forms.
- Collect and post security deposits and rent, issuing receipts and negotiating overdue rent.
- Ensure proper formatting and completion of lease/tenant files.
- Communicate challenges affecting operations to the Regional Manager.
- Maintain positive customer service attitude and office opening on time.
- Supervise maintenance staff, monitor contracted services, and conduct move-in/move-out inspections.
- Perform daily inspections, manage repairs, and maintain a sanitary living environment.
- Record-keeping and reporting, including maintaining accurate accounting records and submitting monthly summaries.
- Meet with tenants for informational purposes and participate in disaster/emergency preparedness planning.
Requirements
- High school diploma or equivalent.
- Experience in LIHTC property management (2+ years preferred).
- Knowledge of Microsoft Office Suite and Property Management software.
- Valid State Issued Drivers' License.
- Basic knowledge of bookkeeping.
- Introductory knowledge of relevant initiatives (HUD, RD, LIHTC guidelines, IRS rules, safety regulations, building codes, legislation).
- Good written and verbal communication skills.
- Ability to interact with a wide variety of people.
- Initiative and independent thinking.
Qualifications
- Preferred qualifications include certification or training in property management, LIHTC, COS, or RD.
- Experience in re-certification and knowledge of Section 8, RD, HUD, and Tax Credit regulations.
- Background in supervision and successful track record of accomplishments.
- Community services background related to specific tenant populations.
Skills

Benefits
The Site Manager is an employee of J&A, Inc., compensated with a salary determined by the company. They are covered under the J&A, Inc. worker's compensation plan and other benefits negotiated between the Regional Manager, Human Resources, and the employee. The Site Manager is notified of all benefits under the adopted plan. If the Site Manager is required to live on-site, they will be provided a free rental unit and exempt from landlord/tenant laws. The Site Manager is expected to negotiate reasonable terms with the Corporate Office and move expeditiously, even if their termination is involuntary. In rare circumstances, the company may consider the person a trespasser and call the police for assistance.
Pay
The Site Manager's compensation is determined by J&A, Inc. and includes a salary, worker's compensation, and other benefits negotiated between the Regional Manager, Human Resources, and the employee.
