APA Manager

About the role

The Administration for Children’s Services (ACS) protects and promotes the safety and well‑being of children and families through child welfare, juvenile justice services, and community supports. The Agency Program Assistance (APA) unit monitors provider performance, conducts monthly safety checks, manages case and child‑safety alerts, and facilitates continuous quality improvement across provider agencies. Within APA, the Residential Care Monitoring Team conducts site visits for child‑welfare residential facilities, ensuring compliance with ACS Quality Assurance Standards and New York State regulations, and works with facilities to develop and implement performance‑improvement strategies. The Residential Care Manager reports to the Deputy Director of APA and travels across the five boroughs, Westchester, Suffolk, and Nassau counties as needed.

Responsibilities

• Manage a team of residential specialists conducting regular site visits to monitor compliance with ACS and OCFS standards and regulations.
• Assist, coach, and support the residential team in conducting site visits throughout New York City and outer boroughs.
• Evaluate and monitor provider performance using the Provider Agency Measurement System (PAMS) and outcomes data to assess assessment and treatment practices, evidence‑based interventions, permanency planning, and family engagement.
• Support the team in interviewing youth and program site staff to gather information about site safety, permanency, and child‑well‑being practices.
• Support the team in conducting case reviews as needed.
• Develop and monitor tracking systems for quality assurance and improvement.
• Help team members develop comprehensive, measurable improvement strategies for each provider.
• Gather qualitative and quantitative data to assess provider agency performance and produce reports to inform system improvement.
• Develop written performance reports, including performance composites for provider profiles.
• Participate in informative and educational meetings with provider agencies to discuss performance findings.
• Perform other related duties as required.

Minimum Qualifications

• Baccalaureate degree from an accredited college or university.
• Four years of progressively responsible experience, including at least one year at an administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or education and/or experience equivalent to this requirement.
• All candidates must possess the baccalaureate degree and the required one‑year administrative/managerial experience as described.

Pay

Salary range: $90,000 – $100,000 per year.
