Responsibilities
- Support the drafting of project documents (Statement of Needs, DO, and others as needed).
- Analyze project requests and assess their compliance with Santé Québec’s strategic orientations.
- Assist requesters in clearly formulating their needs to gather all necessary information for subsequent evaluation steps.
- Draft and revise project presentation documents.
- Support project teams in producing, optimizing, and ensuring compliance of required legal and regulatory documentation.
- Collaborate with various stakeholders to collect and validate information necessary for project development.
- Ensure administrative follow-up of files and support teams in processes related to project submission or acceptance.
- Participate in applying regulations and implementing standards and targets set by management.
- Act as a simplification catalyst by proposing client-oriented approaches and tools.
- Contribute to the continuous improvement of processes related to project request management.
- Plan, prepare, and facilitate meetings related to project management.
- Monitor approvals and authorizations, identifying possible optimizations.
Client and stakeholder relations
- Provide advisory support to requesters to clarify needs and enhance process quality.
- Maintain continuous and proactive communication with client departments.
- Promote transparency and understanding of project integration processes within the organization.
Requirements
Academic background
- Hold a university undergraduate degree (bachelor’s) in information technology, business administration, management, or a related field.
Professional experience
- Minimum of FIFTEEN (15) years of experience in information technology.
- Minimum of FIVE (5) years of experience acquired within the last TEN (10) years (after August 6, 2016) as an IT business analyst, preferably in the health or social services sector.
Assets
- Knowledge of regulatory frameworks and issues related to the health and social services network (RSSS).
- Mobilizing leadership and a strong sense of continuous improvement.
- Excellent communication skills.
- Excellent writing, analytical, and organizational skills.
- Ability to work in a multidisciplinary team and manage multiple files simultaneously.
- Ability to manage multiple mandates simultaneously with rigor.
- Aptitude for navigating ambiguity and providing informed recommendations.
- Ability to assess client needs and adjust services based on organizational constraints.
Professional experience — asset
- Ability to analyze digital needs related to projects (e.g., request management systems, project management platforms, or specialized tools in the health network).
- Strong comfort with complex digital environments and understanding of information management and security principles.
Other certifications
- Certification in agility and product management will be considered an asset.
- Project management certification (PMP – PMI) will be considered an asset.
