About the Role

As a member of the Disability Management Section, the incumbent is responsible for assisting employees, supervisors, and managers in the appropriate application of all employee leave programs, the Workers’ Compensation (WC) program, Reasonable Accommodation (RA) Program, and the Employee Assistance Program.

Responsibilities

  • Independently performs the more varied, complex, and analytical assignments involving employee disability leave entitlements including, but not limited to, the Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), Non-Industrial Disability Insurance (NDI), State Disability Insurance (SDI), Parental Leave (PL), medical Leave of Absence (LOA), catastrophic leave (CL), and the RA program.
  • Provides direction, consultation, and guidance in the areas of case management of WC activities, return to work for California Department of Public Health (CDPH) employees, vocational rehabilitation, leave restoration, and all aspects relating to the WC Program area.
  • Accurately assesses RA requests and applies Departmental policy, State and/or Federal rules and regulations regarding RA, including counseling employees and management on such issues as Americans with Disability Act and RA requirements.
  • Researches and refers to related labor code provisions governing work-related injuries/illness and leave entitlements, California Occupational Safety and Health Administration (CalOSHA) rules, the Americans with Disabilities Act of 1990 (ADA), and related subject areas in order to provide consultation to employees, program designees, and managers/supervisors.
  • Works under the supervision of the Supervisor I, Disability Management Unit (DMU) Chief.

Qualifications

  • Ability to independently perform varied, complex, and analytical assignments involving employee disability leave entitlements.
  • Knowledge of FMLA, CFRA, NDI, SDI, Parental Leave, medical LOA, catastrophic leave, and the RA program.
  • Experience with case management of WC activities, return-to-work processes, vocational rehabilitation, and leave restoration.
  • Ability to accurately assess RA requests and apply Departmental policy, State and Federal rules and regulations regarding RA.
  • Knowledge of labor code provisions governing work-related injuries/illness, CalOSHA rules, and the Americans with Disabilities Act of 1990 (ADA).
  • Strong consultation and guidance skills for employees, program designees, and managers/supervisors.

Pay

  • Classification: ANALYST III
  • Salary Range: $6,623.00 - $8,290.00 per month (New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable)
  • This position is subject to Personal Leave Program (PLP) 2025, which temporarily reduces monthly base pay by 3% in exchange for 5 hours of leave credits through June 2027 (salary ranges shown do not reflect this reduction).
