Working Title: Senior Classification, Pay, and Examinations Analyst

Pay: $6,623.00 - $8,290.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Schedule: Permanent, Full Time. Hybrid telework schedule; employees must reside in California and be able to report to the Sacramento headquarters as assigned.

About the Role

Are you a human resource professional who enjoys solving complex personnel challenges that can shape the future of an organization? The Classification & Pay/Exams Unit is seeking a highly skilled Senior Human Resources Analyst to perform the most complex and sensitive work associated with classification challenges and recruitment efforts.

Under the general direction of the Supervisor I, the Analyst III performs responsible, varied, and complex analytical, consultative, and administrative work related to departmental recruitment activities. This role provides recommendations and assistance to management on difficult hiring-related issues, acts in a lead capacity to oversee projects, develops and maintains policies and procedures, and conducts training on personnel management for the California State Lottery.

Responsibilities

  • Perform the most complex and sensitive classification and recruitment work for the department.
  • Provide recommendations and assistance to supervisors, Human Resources Management, Executive, and Program staff on difficult hiring-related issues.
  • Act in a lead capacity to oversee projects, develop and maintain policies and procedures, and ensure compliance with state and departmental guidelines.
  • Develop and conduct training related to personnel management for Lottery staff.
  • Analyze and resolve complex classification and pay issues, ensuring alignment with state regulations and organizational needs.
  • Support recruitment efforts, including exam development, administration, and validation.

Requirements

  • Experience performing complex analytical, consultative, and administrative work in classification, pay, and examinations.
  • Ability to provide leadership and oversight on HR projects and initiatives.
  • Strong knowledge of California state personnel management policies and procedures.
  • Excellent communication and training skills.
  • Ability to work in a fast-paced, team-oriented environment.

Special Requirements

  • The California State Lottery Act prohibits hiring individuals convicted of a felony or any gambling-related offense.
  • A Background Investigation must be cleared prior to hiring.
  • If basing eligibility on education, transcripts and/or a diploma must be provided. Applicants with foreign transcripts must submit a transcript evaluation indicating equivalent coursework. Transcripts may be unofficial at the application stage but official transcripts will be required upon appointment.
