ANALYST III

About the role

The Analyst III serves as a subject matter expert responsible for the coordination of highly complex and sensitive assignments related to regional center services, service provider qualifications, service payment methodologies, and the federal funding sources, including Medicaid, that finance the Intellectual and Developmental Disabilities service delivery system. This position independently oversees a variety of program development and fiscal support projects in support of the Department's Medicaid Waivers and State Plan Amendments, and of various Department of Developmental Services (Department) modernization efforts, in an area where established precedent is frequently limited and duties require advanced judgment and original analytical approaches.

Responsibilities

• Analyze complex program or policy issues involving federal or state requirements, develop recommendations, and communicate findings to management.
• Coordinate complex modernization, policy, or process-improvement projects involving multiple stakeholders, addressing challenges and supporting successful implementation.
• Oversee program development and fiscal support projects related to Medicaid Waivers and State Plan Amendments.
• Analyze legislation, identify concerns, and make recommendations to management.
• Evaluate emerging trends and design, implement, and assess programs and projects.
• Develop and maintain cooperative working relationships with agencies, program partners, and Department staff.
• Analyze sensitive and controversial situations and communicate them effectively.
• Develop Excel worksheets with calculations, linked data, graphs, and charts displaying statistical information.
• Review and edit written reports, and establish and maintain project priorities.

Requirements

• Experience analyzing complex program or policy issues involving federal or state requirements.
• Experience coordinating a complex modernization, policy, or process-improvement project involving multiple stakeholders.
• Knowledge of the California developmental disabilities system and related service supports.
• Understanding of rate structures, provider qualifications, and Medicaid and Home and Community-Based Services funding requirements.
• Familiarity with state budgeting policies and procedures, program planning, public administration, and the legislative process.
• Ability to analyze quantitative and qualitative data, and communicate technical concepts effectively.
• Proficiency in developing Excel worksheets with calculations, formulae, linked data, and graphs.
• Lawful authorization to work in the United States (the Department does not sponsor employment visas for this position).
• Residency in the State of California at the time of appointment (per California Government Code requirements).

Working Conditions

This is a hybrid, in-office/telework position under Government Code 14200. The incumbent may be required to report to the office or any designated location at any time. Telework agreements can be modified or cancelled at any time. All commute expenses to the reporting location are the responsibility of the selected candidate. Work is performed in an open, partitioned office environment. Occasional travel may be required.

Pay

$6,623.00 - $8,290.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements

The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length:

1. Describe your experience analyzing complex program or policy issues involving federal or state requirements. Provide an example of how you researched the issue, developed recommendations, and communicated your findings to management.
2. Describe your experience coordinating a complex modernization, policy, or process-improvement project involving multiple stakeholders. Explain how you addressed challenges, communicated technical information, and supported successful implementation.
