Analyst II / Program Monitor

About the role

The California Governor's Office of Emergency Services (Cal OES) seeks an experienced Analyst II / Program Monitor to join the Quality Control and Monitoring (QCM) Unit. This role is critical in supporting the provision of federal and state disaster assistance grant programs, ensuring successful subrecipient Disaster Recovery project outcomes throughout the State of California.

Responsibilities

  • Analyzes, interprets information, resolves and documents governmental/administrative problems of an intermediate to high-level complexity using various tools and program applications.
  • Gathers and analyzes data to develop and evaluate alternatives for a variety of program related areas, and makes recommendations to management on those alternatives.
  • Formulates corrective action for addressing non-compliance with federal regulations, policies, procedures, and grant guidance.
  • Makes recommendations on program related issues and advises management on potential program alternatives and impacts.
  • Works under strict regulatory and administrative deadlines and acts with independence to maintain and track a routine workload and respond to short term special projects and priority assignments.
  • May work in a lead capacity for other QCM Unit analysts and support staff.
  • Works non-business hours during emergencies and may be required to travel throughout the state of California to support operational needs and disaster activations.

Qualifications

  • Ability to gather, analyze, and interpret both quantitative and qualitative data to support informed decision making.
  • Experience developing, managing, and maintaining databases, tables, dashboards, and reports used for program monitoring and performance evaluation.
  • Demonstrated flexibility and willingness to assume duties of varying complexity while adapting to shifting priorities and organizational needs.
  • Proven ability to manage multiple special projects simultaneously, balancing competing deadlines with accuracy and attention to detail.
  • Strong organizational and time management skills, with the ability to prioritize tasks and maintain high quality work in fast paced environments.
  • Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
  • Experience with database management systems and data visualization tools.
  • Exceptional written and verbal communication skills, including the ability to draft professional correspondence, prepare clear and concise reports, and present effective information to diverse audiences.
  • Ability to build and sustain productive working relationships with internal teams, external partners, and stakeholders at all levels.
  • Experience developing process documentation, workflows, or standard operating procedures to support program consistency and compliance.
  • Strong problem solving skills with the capacity to anticipate challenges and propose effective solutions.

Skills
