About the U.S. Trustee Program

The United States Trustee Program (USTP or Program) is a litigating component of the Department of Justice whose mission is to promote the integrity and efficiency of the bankruptcy system for the benefit of all stakeholders, including debtors, creditors, and the public. The Program operates nationwide through 21 regions comprised of 82 field office locations and exercises broad administrative, regulatory, and enforcement authority in bankruptcy cases. Its responsibilities extend across chapter 7 and 13 consumer matters, chapter 12 family farmer cases, small business reorganizations, and complex chapter 11 corporate restructurings.

Job Description

The Analyst serves as part of a professional team providing financial, economic, and investigative analysis across the full spectrum of bankruptcy cases. Depending on grade level, the Analyst performs increasingly complex financial reviews, audits, investigative work, trustee oversight, and case evaluations to support the USTP’s mission.

  • Duties vary by grade level; higher levels reflect greater independence, complexity, and subject‑matter expertise.

Bankruptcy Analysis

  • Reviews petitions, schedules, disclosure materials, and financial records—onsite when necessary—to assess accuracy, completeness, and compliance.
  • Identifies deficiencies, fraud indicators, or potential criminal activity and recommends appropriate case actions.
  • Prepares analytical summaries and exhibits; may provide testimony.

Financial Analysis

  • Evaluates financial feasibility and business viability by analyzing corporate structures, assets, liabilities, cash flow, management capability, and projections.
  • Affirms compliance with financial reporting requirements and identifies financial risks.

Trustee Oversight

  • Conducts or supports reviews and audits of trustees to ensure compliance with Program policies, accounting standards, and statutory requirements.
  • Evaluates case administration, banking practices, internal controls, and bond sufficiency.
  • Reviews Independent Public Accountant audits, identifies issues, and recommends corrective actions.
  • Analyses periodic financial reports and budgets in accordance with uniform standards.

Other Duties

  • Conducts research, prepares reports, and supports legal and investigative actions.
  • Collaborates with attorneys, financial specialists, management officials, and external stakeholders.
  • Incorporates technologies and financial automation tools into daily work to maximize accuracy and efficiency.

Qualifications

  • Selective Placement Factor: Applicant must be eligible for an Excepted Service appointment under Schedule B, 213.3210 (e).
  • Specialized Experience Requirement: Specialized experience is defined as financial, analytical, regulatory compliance, or audit-related work that includes applying advanced techniques, evaluating financial or organizational data, and preparing findings or recommendations.
