About the Role

The California Public Utilities Commission (CPUC) is seeking a dynamic, creative team member to join the Electric Market Design Section within the Energy Division. This role supports California’s efforts to achieve reliable, safe, and affordable energy service while meeting ambitious climate goals. The position focuses on reliability and markets in the electricity sector, working under the general direction of the Project and Program Supervisor to develop work products that advise high-level decision-makers, including Commissioners, Judges, and Energy Division management.

Responsibilities

  • Support the Electric Market Design Section in developing work products for high-level decision-makers, including Commissioners, Judges, and Energy Division management.
  • Work on energy market and reliability projects, such as resource adequacy compliance and oversight of utility energy procurement activities.
  • Make recommendations based on independent analysis of regulatory, policy, and technical issues.
  • Develop analysis and recommendations for CPUC’s policy-setting rulemakings through reports, memos, and other work products.
  • Review and provide feedback on proposed legislative bills.
  • Oversee implementation of programs resulting from CPUC and legislative processes.
  • Write and present reports, coordinate with other California organizations and agencies (e.g., California Energy Commission, California Air Resources Board, California Independent System Operator), and respond to outside inquiries.
  • Manage technical projects, provide leadership support to project teams, establish schedules, and ensure timely deliverables.
  • Gather data, synthesize information, and conduct economic, regulatory, and financial analyses using tools such as Excel and Tableau.
  • Communicate complex information to diverse audiences through written materials (e.g., white papers, reports, memos) and presentations.

Qualifications

Applicants must meet the minimum qualifications for the PUBLIC UTILITIES REGULATORY ANALYST III classification. The CPUC will also consider candidates eligible for the PUBLIC UTILITIES REGULATORY ANALYST II classification.

For this position, your STD 678 (State Application Form) will be used to determine qualifications. Clearly describe all experience related to public utilities and/or transportation in the areas of economics, finance, or policy, including years and months of service. Failure to do so may result in disqualification.

Special Requirements

Applicants must submit a Statement of Qualifications (SOQ) addressing the following questions in no more than two pages (11-point Arial font, single-spaced):

  • Describe your experience managing technical projects, providing leadership support to key parts of projects and project teams, and establishing schedules to ensure timely deliverables.
  • Describe your experience gathering data, synthesizing information, and conducting economic, regulatory, and financial analyses, including your experience using Excel, Tableau, or other relevant software.
  • Describe your experience communicating complex information to a variety of audiences through written materials and presentations. Provide examples of white papers, reports, memos, presentations, or other work products you have developed.

Applicants who do not submit a completed SOQ or exceed the page limit will not be considered. All information in the SOQ is subject to verification.

If you are using education to meet the minimum qualifications, you must submit a copy of your transcript or diploma. An official transcript will be required prior to appointment. Applicants with foreign degrees must obtain and submit verification of U.S. course/degree equivalency by the application deadline.

Pay

  • PUBLIC UTILITIES REGULATORY ANALYST III: $7,980.00 - $9,994.00 per month
  • PUBLIC UTILITIES REGULATORY ANALYST II (if considered): $7,269.00 - $9,094.00 per month

New state employees will be hired at the minimum salary of the classification or the minimum of the alternate range, if applicable. Salary ranges exclude the temporary reduction under the Personal Leave Program (PLP) 2025, which temporarily reduces state employee pay in exchange for leave hours to address budget shortfalls.
