Alternate Program Manager
About the role
The Holistic Health and Fitness (H2F) initiative is the Army’s investment in Soldier Readiness. The H2F Alternate Program Manager (APM) reports to the Program Manager (PM) and together with the PM is responsible for the contract’s overall performance, achieving performance standards, workforce management, customer satisfaction, contract compliance, and quality control.
Responsibilities
- Be responsible for the overall performance of work, compliance, and quality control.
- Be responsible for plans, strategies, employee management, and monitoring and controlling activities to effectively support the Army H2F program and stakeholders at all locations.
- Serve as the primary customer point of contact with the COR, Training and Doctrine Command (TRADOC) leadership, and Army installation stakeholders in the absence of the PM.
- Develop strategies for specialized H2F recruiting, credentialing, retention, and employee well-being initiatives and maintain, update, and monitor their effectiveness.
- Oversee and direct recruitment and screening process to ensure all certifications and credentials are valid, current, and fulfill customer requirements before onboarding.
- Establish and maintain an effective quality control program.
- Generate and submit a Task Order Status Report (TOSR) through the Human Resource Solutions portal each month and other deliverables in the Performance Requirements Summary.
- Provide direction to subcontractor points of contact and effective oversight of subcontractor workforce.
Qualifications
- U.S. Citizenship.
- The ability to pass and maintain a NACI (Tier 1) to obtain access to U.S. Government facilities and systems.
- A master’s degree from an accredited university or college in business, management, or operations and/or another master's degree relevant to the profession/program such as exercise science or kinesiology.
- Five (5) years of experience managing, staffing, overseeing, and completing large government projects of geographically dispersed locations (250 plus personnel) related to the above job description.
- Five (5) years of experience working with a military or DoD organization(s) related to the job description above.
- A valid driver's license, transportation, and auto insurance.
- The ability to travel up to 25% of the time, as required.
Desired Experience and Skills
- Active NACI.
- Project Management Professional Certification.
- Experience with government contracting.
- National Strength and Conditioning Association Certified Strength and Conditioning Specialist (CSCS) or Collegiate Strength and Conditioning Coaches Association Strength and Conditioning Coach Certified (SCCC).
- In-depth understanding of US Army culture, lifestyle, and command structures.
- Military leadership experience.
- Educational or professional background in exercise science, health science, physical education, human performance, kinesiology, sports sciences, and/or sports psychology.
- Articulates understanding of basic evaluation techniques and use of customer feedback to improve overall program effectiveness/impact.
- Demonstrates the ability to manage multiple priorities, illustrates attention to detail, and shows evidence of being conscientious regarding deadlines.
- Ability to work in a collaborative environment with remotely located team members.
