Airport Programs Manager- Radio Systems

General Description

Under the general direction of the Airport Director, Emergency Management, this position manages the Department of Aviation's Radio Communications Program. The incumbent is responsible for planning, coordinating, implementing, and continuously improving radio communications capabilities that support all first responder operations, maintenance and construction operations, special events, emergencies and continuity processes. The position serves as the manager for the Department of Aviation's Motorola Radio system and the steward for its handheld radios, vehicle-installed radios, and associated communications equipment. Responsibilities include lifecycle management, asset accountability, operational readiness, vendor coordination, maintenance, testing, inspections, documentation, and regulatory compliance. Responsibilities also include maintaining the operational readiness of the Emergency Management Mobile Command Vehicle (MCV) and developing policies, procedures, and performance measures that strengthen radio communications operations across the Department of Aviation. This position emphasizes program management, operational readiness, interdepartmental coordination, and vendor management.

Supervision Received

Works under the general direction of the Airport Director, exercising considerable independent judgment within established policies, procedures, and program objectives.

Responsibilities

• Manage the Department of Aviation's Motorola Radio system supporting airport emergency management operations.
• Administer the lifecycle management of Department of Aviation-owned handheld radios, vehicle-installed radios, accessories, and related communications assets utilized by Department of Aviation business units and authorized users.
• Coordinate procurement support, inventory control, issuance, engraving, maintenance, replacement planning, warranty coordination, and disposition of Department of Aviation communications assets to ensure accountability, operational readiness, and compliance with established policies.
• Coordinate vendor services, maintenance contracts, repairs, inspections, and preventive maintenance activities.
• Maintain operational readiness of the Emergency Management Mobile Command Vehicle (MCV), including inspections, testing, deployment, driving, maintenance coordination, and equipment accountability.
• Develop, maintain, and periodically review program policies, SOPs, inventories, testing schedules, maintenance records, and operational documentation.
• Coordinate communications support during emergency incidents, EOC activations, planned events, exercises, and special operations.
• Staff the Emergency Operations Center (EOC) or deploy and operate the Emergency Management Mobile Command Vehicle (MCV), as directed or based on operational requirements, during emergency incidents, planned events, exercises, and prolonged operational disruptions affecting airport operations.
• Prepare reports, dashboards, performance metrics, and recommendations supporting program improvements and executive decision making.
• Provide end-user training on radio operations, communications procedures, and MCV deployment.
• Coordinate with Technology and Digital Experience, Operations, Public Safety partners, vendors, and other stakeholders to ensure communications readiness.
• Participate in emergency management planning, training, exercises, and incident response activities.
• Participate in an on-call rotation and respond to after-hours emergencies, planned events, and operational needs, as required.
• May perform other duties as assigned.

Knowledge, Skills, and Abilities

• Knowledge of airport operations, emergency management principles, NIMS/ICS, and emergency response.
• Knowledge of communications asset management and public safety radio operations.
• Knowledge of FAR Part 139, 49 CFR Part 1542, airport emergency plans, and applicable regulations.
• Ability to coordinate vendors, maintenance providers, and cross-functional stakeholders.
• Ability to maintain inventories, lifecycle records, testing documentation, and program documentation.
• Ability to operate and deploy the Emergency Management Mobile Command Vehicle.
• Strong analytical, organizational, communication, and report-writing skills.
• Ability to remain calm and make sound decisions during emergencies.

Qualifications

Education and Experience: Bachelor's degree in Emergency Management, Airport Operations, Homeland Security, Public Administration, Business Administration, Communications, or a related field required. Three (3) years of progressively responsible experience in emergency management, public safety, airport operations, or a closely related field, including experience supporting radio communications programs, communications asset management, public safety radio systems, Mobile Command Vehicles, or similar emergency communications functions. Experience supporting Emergency Operations Center (EOC) operations or emergency incident response is required.

Licensures and Certifications: Valid Georgia driver's license required in accordance with City of Atlanta ordinances. Valid Georgia Commercial Driver's License (CDL), or the ability to obtain a Georgia Class B CDL within six (6) months of employment. Ability to obtain and maintain a Department of Aviation Security Identification Display Area (SIDA) badge and all required airport security clearances. Required FEMA Independent Study courses: IS-100, IS-200, and IS-700. ICS-300 and ICS-400 certification must be obtained within eighteen (18) months of hire.

Preferred Requirements: Master's degree in a related field. Experience supporting airport radio communications programs, vendor management, communications asset lifecycle management, and Mobile Command Vehicle operations.

Preferred Certifications and Training: FEMA IS-951: DHS Radio Interoperability, All-Hazards Communications Unit Leader (COML), All-Hazards Communications Technician (COMT).

Work Environment

Position routinely operates in office, airport operational, field, and Emergency Operations Center environments. Requires participation in emergency incidents, exercises, after-hours response, and extended operational periods when necessary.

Physical Demands

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.

Pay

Salary range: $58,977-$90,000
