Introduction The State of Connecticut Military Department (CTMD) is accepting applications for a newly created Airport Deputy Fire Chief (Military Department) position, located CT Air National Guard location in East Granby, CT 06026. Mission: The Wing's focus is on Air Mobility, a mission that delivers global air transportation of equipment and supplies during times of war and for peacetime training exercises. The Wing provides cargo and passenger airlift, utilizing C-130 Hercules aircraft, one of the true workhorses of the Air National Guard inventory. The Wing's mission includes providing safe and reliable transportation of military personnel, equipment, and supplies to locations spanning the globe. PURPOSE OF JOB CLASS (NATURE OF WORK) In the Military Department this class is accountable for directing the day-to-day operational and administrative activities for a staff engaged in firefighting and fire prevention activities and the provision of response services to medical, crash rescue and other emergency and non-emergency situations. EXAMPLES OF DUTIES Directs day-to-day operational and administrative activities of the department; Coordinates, plans and manages unit activities; Formulates operational goals and objectives; Develops or assists in development of related policy; Interprets and administers pertinent laws; Evaluates staff; Assists in preparation of unit budget and financial planning; Maintains contacts with individuals both within and outside of unit who might impact operational activities; Leads the recruitment and hiring of staff, including outreach, interview and selection;Analyzes, plans and directs crew responses to emergency and non-emergency operations including aircraft crash rescue methodologies; Provides oversight in utilization of Incident Command System to ensure appropriate organization and delegation of duties in emergency situations; Directs and conducts training in areas related to fire, emergency medical services, crash rescue and other emergency response activities to ensure training objectives are met and certification needs are fulfilled; Provides instruction and training to firefighting and non-firefighting departmental personnel with respect to fire prevention practices and procedures; Plans, organizes and directs fire prevention and safety inspection activities including regular fire drills and evaluates effectiveness of practices and procedures; Provides oversight to contractor construction projects to ensure compliance with fire safety codes; Directs investigations of fire losses and/or property damage and prepares appropriate fact-finding reports; Directs maintenance and updating of equipment and plans staffing necessary to carry out operations; Coordinates activities with federal, state and local fire authorities; Acts in absence of Installation Fire Chief; May prepare reports on operations and activities to ensure compliance with national and federal regulations, standards and directives; Performs related duties as required. KNOWLEDGE, SKILL AND ABILITY Considerable knowledge of and ability to apply management principles and practices; and ability to implement fire investigation, inspection and prevention methodology and procedures; and ability to evaluate emergency medical services situations and develop effective courses of actions; and ability to implement Incident Command System; relevant state and federal laws, statutes and regulations; firefighting, fire prevention and crash rescue practices and procedures as applied to airports and aircraft crash situations; Knowledge of and ability to implement training practices and procedures; relevant agency policies and procedures; Considerable interpersonal skills; oral and written communication skills; Considerable ability to prepare detailed reports. Minimum Qualifications - General Experience Eight (8) years of experience as a Firefighter in an organized firefighting service. Minimum Qualifications - Special Experience Two (2) years of the General Experience must have been at the level of a Fire Captain in an organized firefighting service. Preferred Qualifications Preference will be given to candidates with the following experience/training: Fire Officer IV (IFSAC and/or Pro Board accredited)Fire Instructor II (IFSAC and/or Pro Board accredited) Fire Inspector III (IFSAC and/or Pro Board accredited) Hazardous Materials Technician (IFSAC and/or Pro Board accredited) Hazardous Materials Incident Command (IFSAC and/or Pro Board accredited) Three years of supervisory or managerial experience in an organized firefighting service Special Requirements Incumbents in this class must possess and retain a current Motor Vehicle Operator's license with valid endorsements. Incumbents in this class will be required to possess and retain Emergency Medical Technician (EMT) or EMT - Paramedic certification. Incumbents in this class will be required to possess and maintain appropriate security clearance to access military installations and the respective airfields. Incumbents in this class may be required to possess and retain specific education and/or experience to meet various Department of Defense certification and/or licensing requirements.Incumbents in this class may be required to travel. Character Requirements In addition to the checking of references and facts stated in the application, a thorough background investigation of each candidate will be made before persons are certified for permanent appointment. Physical Requirements Candidates must have general good health and must retain sufficient strength, stamina, agility and visual and auditory acuity necessary to perform the duties of the class. Candidates may be required to pass a physical examination.
