Brief Description
The HSE Advisor 2 – Rig Up Yard (RUY) will be responsible for the occupational HSE-related activities for the Houston RUY and Fabrication Shop. This position also requires ensuring HSE risks are managed according to Company policies, standards and processes, industry best practices and standards, and in compliance with regulatory requirements. This position involves occasional manual labor functions and duties.
Detailled Description
- Perform and collect company D&A randoms for employees.
- Verify Loose Lifting Gear (LLG) inspections at the Houston RUY and conduct spot checks to ensure accuracy of internal site audits.
- Attend rig move meetings with third-party contractors prior to rig moves to ensure HSE alignment and readiness.
- Renew and maintain county permits with the subsistence district and manage TCEQ reporting and regulatory permitting requirements.
- Cookordinate with the Regional HSE Manager and HSE team to ensure consistent application of HSE policies, standards, and best practices across all operations, promoting a risk-based approach aligned with Company systems.
- Provide HSE coaching, training, and leadership support at all levels, promoting the Company’s LiveSafe culture and employee engagement in safety practices.
- Plan, conduct, and participate in HSE audits, inspections, and reviews across the rig up yard, drilling operations, and related areas to ensure compliance with HSE policies, procedures, and regulatory requirements.
- Support development and achievement of HSE objectives and performance goals through proactive engagement and continuous improvement initiatives.
- Lead and support HSE training programs, including new employee orientation, monthly safety training, and facilitation of specialist-led instruction, while ensuring compliance with all training requirements and tracking systems.
- Participate in job planning and risk management activities, including Permission to Work (PTW), Job Safety Assessments (JSA), hazard recognition, and related field verification activities.
- Collect, analyze, and report HSE performance data, including incident trends, audit findings, and safety metrics, and prepare monthly reports and operational HSE updates.
- Support incident management activities, including investigations, interviews, case management, and development of corrective actions for short- and long-term resolution.
- Partner with third-party staffing agencies and HR to support safety initiatives, employee onboarding, incident investigations, and compliance programs.
- Conduct facility tours to ensure compliance with company safety standards for all visitors and contractors.
- Assist management in organizing and participating in quarterly and ad hoc safety meetings and reviews.
- Ensure compliance with applicable regulatory requirements including OSHA, DOT, API, TCEQ, and other industry standards, while supporting risk management and regulatory interpretation.
- Provide emergency response support as needed and perform additional safety-related duties as assigned in a heavy industrial environment with moving equipment, noise exposure, and required PPE compliance.
Job Requirements
- Demonstrate technical expertise in HSE systems, including policies, procedures, risk management, auditing, incident investigation, and documentation practices.
- Adhere to the Company’s Drug and Alcohol Policy, including performing on-site, employee collections and Fit for Duty evaluations, including training other advisors.
- Strong conflict resolution, problem-solving, and employee engagement skills, fostering a positive and compliant work environment.
- Skilled in written communication and adept with MS Office, including PowerPoint development for internal and external audiences.
- Lead, coach and train others in incident investigations and effectively communicate root causes and corrective actions.
- Technical proficiency in HSE auditing, incident investigation, and documentation practices, such as case management and required record keeping, while maintaining confidentiality.
- Strong knowledge of industry regulations and risk management practices, with professional application of OSHA, DOT, API, and other applicable standards.
- Maintain expert-level knowledge in emergency response and first aid, including ongoing training, program compliance, and train-the-trainer qualification maintenance.
- Work at heights up to approximately 142 feet, including climbing ladders or stairs to perform inspections, investigations, and training while maintaining 100% tie-off and PPE compliance.
- Communicate and present safety and performance data to groups using standard business tools.
- Maintain in-depth knowledge of rig equipment, maintenance systems, and operational processes, ensuring effective communication of findings and continuous improvement with Operations teams.
- Attend and complete all required training, certifications, and assigned development programs.

Minimum Qualifications
- High school diploma or G.E.D.
- Two (2) years’ experience in an Oil & Gas, Energy, Construction or related industry.
- One (1) year of experience in a safety role or related role.
Preferred Qualifications
- Bachelor’s degree.
- Experience in the oil and gas industry, general construction or related industry, with a strong understanding of general industry regulations and HSE requirements.
- Bilingual, able to communicate with English and Spanish-speaking employees.
