Responsibilities

  • Provides administrative and clerical support for the Operations Division in financial management, travel, VISA account records, and personnel actions.
  • Serves as the primary project site employee responsible for providing technical guidance to staff to ensure proper implementation of administrative guidelines.
  • Performs general office management activities, including review and application of administrative guidelines for project operations.
  • Acts as GPC (Government Purchase Card) cardholder for the Branch, managing procurement records, purchase logs, receipt documentation, and CEFMS actions for all card purchases.
  • Oversees the performance appraisal and incentive awards programs for the Project, ensuring awards stay within allocated budget.
  • Prepares personnel action requests and other documents as requested by the Supervisor.
  • Prepares regular and recurring travel orders for Project and field site staff.
  • Reviews travel vouchers submitted by project staff to ensure conformance with regulations and assists Field Sites as necessary.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Relocation/PCS (Permanent Change of Station) is NOT authorized.

Qualifications

To qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

GS-06 Specialized Experience: One year of specialized experience which includes meeting TWO OF THE FOUR following criteria:

  • Operate a financial management system for tracking time and attendance;
  • Assist with travel orders;
  • Prepare and edit complex documents and/or reports;
  • Utilize automated software, such as Microsoft Excel, Microsoft Word, or Microsoft PowerPoint to prepare correspondence.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

OR

Education: A half year (i.e., 9 semester hours) of graduate-level education in a field demonstrating the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Selective Placement Factor: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5-minute sample with three or fewer errors.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program.
