About the role

The Department of Motor Vehicles is seeking a detail-oriented Titling & Licensing Specialist to join the team at the Woodruff DMV Branch Office in Woodruff, SC. This position supports the SCDMV’s commitment to teamwork, commitment, and excellent customer service.

Responsibilities

  • Examines, accepts, prepares, enters, and prints all documents required for issuing drivers’ licenses, beginner permits, identification cards, vehicle registrations, license plates, handicap placards, golf cart permits, and titles.
  • Processes original, duplicate, transfer, temporary, and replacement transactions, including requests for repossessed, abandoned, salvaged, homemade, and rebuilt vehicles.
  • Creates and performs edits to customer name and address fields.
  • Manages business customer needs (banks, lienholders, insurance companies, dealerships) including licensing, insurance issues, and verifying correct customer numbers.
  • Processes motor vehicle registration requests and research suspension inquiries.
  • Modifies registration credentials and issues automobile dealership licenses.
  • Determines service eligibility based on SC legislation and SCDMV policies.
  • Administers knowledge tests for Class A, B, C, D, E, F, G, M, and CDL licenses.
  • Verifies visual eye screening via physician statements or SCDMV eye test machines; reviews applications for fraud and medical cases to determine license restrictions.
  • Processes motor voter applications and answers customer inquiries about driver, vehicle, registration, titling, and insurance requirements.
  • Greets and directs customers; operates camera systems, fax machines, SCDMV software, and related equipment.
  • Collects fees and donations for the Donate Life Fund; reconciles daily reports and refund requests.
  • Computes vehicle sales taxes and makes weight adjustments to vehicle records.
  • Receives, codes, and issues receipts for surrendered license plates; completes pick-up requests and maintains equipment.
  • Resolves customer problems through record research and manages transaction payments via cash, credit card, check, or money order.
  • Maintains records of issued and destroyed products per SCDMV policy.
  • Performs other related duties as requested, such as IRP/IFTA, LiveScan, and International Customer transactions.
  • May be required to relocate to an office within 30 miles of the current office if business needs require.

Requirements

  • High school diploma or equivalent plus clerical experience.
  • Must complete a formal CDL test examiner trainer course and examination before administering CDL knowledge skill tests.
  • Must complete a nationwide criminal background check including fingerprints prior to administering CDL knowledge skill tests.
  • Ability to retain knowledge of DMV policies and procedures.
  • Ability to explain policy and procedure to customers.
  • Must pass New Employee Training and have a working knowledge of the Phoenix System and related hardware.
  • Ability to work under pressure during peak workload periods.
  • Reports directly to the Assistant Branch Supervisor with regular supervision.
  • Tasks are completed in a climate-controlled office setting; requires sitting and/or standing for prolonged periods, walking, and constant talking.
  • Limited overtime may be required to meet deadlines or serve all customers.
  • Must attend required training.
