ADMINISTRATIVE SERVICES DIRECTOR
About the role
The Administrative Services Director oversees various departments within the City of Solana Beach, including but not limited to the City Clerk Department and the Human Resources Department. Key responsibilities include managing public meetings, municipal elections, boards and commissions, records management, ensuring compliance with open meeting and public records laws, recruitment and selection, employee and labor relations, contract administration, labor negotiations, personnel management, performance management, and compliance with public employment laws and regulations.
Responsibilities
- Oversee the City Clerk Department, including support for public meetings, municipal elections, boards and commissions, records management, and compliance with open meeting and public records laws.
- Manage the Human Resources Department, including recruitment and selection, employee and labor relations, contract administration and labor negotiations, personnel management, performance management, and compliance with public employment laws and regulations.
- Ensure compliance with all applicable laws and regulations related to city operations.
- Develop and implement policies and procedures to improve efficiency and effectiveness of city services.
- Manage and coordinate the budget for the department, ensuring financial accountability and adherence to city policies.
- Oversee the implementation of technology initiatives to enhance administrative processes.
- Represent the city in external forums and maintain positive relationships with community partners and stakeholders.
Requirements
At least five years of management-level experience in municipal government is required. Experience in City Clerk Departments and Human Resources Departments is preferred.
Qualifications
Must possess a bachelor's degree in a relevant field such as public administration, business administration, or a related field. A master's degree is preferred.
Skills
Strong leadership skills, excellent communication and interpersonal skills, proficiency in Microsoft Office Suite, and the ability to manage multiple projects simultaneously are essential.

Pay
The salary range for this position is $120,000 to $150,000 annually, commensurate with experience.
Schedule
The Administrative Services Director works a standard Monday through Friday schedule, typically 8:00 AM to 5:00 PM.
