About the role

The Administrative Operations Manager is directly responsible for supervising, managing, and coordinating the administrative operations of the Office of the Chief and associated Departmental skilled technical support functions for UCPD. The role functions as a key administrative advisor to Department leadership.

Responsibilities

  • Directs workflow and sets expectations for staff.
  • Maintains administrative procedures and ensures accountability and stewardship of Departmental operational support, financial management, payroll reconciliation, and personnel matters.
  • Manages workflow, monitors quality and quantity of work, and ensures accountability for Department resources.
  • Oversees budget administration, payroll oversight, purchasing, financial processing, internal controls, and administrative resource management.
  • Analyzes and interprets policies, establishes and maintains administrative procedures, monitors internal controls, and ensures accountability and stewardship of Departmental operational support, financial management, payroll reconciliation, and personnel matters.
  • Serves as the Department’s IACLEA Accreditation Manager and leads accreditation and reaccreditation planning, compliance monitoring, standards implementation, policy coordination, documentation management, and assessment preparation.
  • Partners with Command Staff and functional unit leaders to ensure professional standard compliance, organizational accountability, continuous process improvement, and operational readiness.

Requirements

  • Education: Bachelor's degree in related area and/or equivalent experience/training.
  • Experience: 6 - 10 years of related experience, including supervising staff, directing workflow, managing administrative operations, monitoring quality and quantity of work, and ensuring accountability for Department resources.
  • Experience: Demonstrated experience supervising staff, directing workflow, managing administrative operations, monitoring quality and quantity of work, and ensuring accountability for Department resources.
  • Experience: Experience with budget administration, payroll oversight, purchasing, financial processing, internal controls, and administrative resource management.
  • Experience: Experience with policy interpretation, process improvement, and implementation of Departmental procedures and operational controls.
  • Experience: Experience with access to, interpretation of, and data entry in a law enforcement Computer Aided Dispatch / Records Management System (CAD/RMS).
  • Experience: Experience managing accreditation, compliance, policy administration, inspection, or audit-related functions, preferably in a law enforcement or public safety setting.
  • Experience: Experience in crime analysis, crime mapping, property and evidence administration, or related law enforcement support functions.
  • Experience: Previous supervisory/managerial experience.

Qualifications

  • Knowledge: Solid knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and/or personnel management within labor contract(s) and personnel policy.
  • Knowledge: Knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
  • Skills: Organizational and customer service skills to effectively manage multiple priorities; interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising, and counseling to effectively motivate others; supervisory and leadership skills, including the ability to direct staff, assign work, establish performance expectations, monitor productivity, provide coaching, assess effectiveness, and recommend personnel-related actions; knowledge of administrative operations, including payroll, purchasing, budget tracking, financial processes, records administration, internal controls, and office management practices; ability to interpret, apply, and communicate organizational policies, procedures, rules, and regulations, and to develop recommendations for administrative and operational improvements; sound judgment, discretion, professionalism, and diplomacy in handling highly sensitive and confidential information; excellent interpersonal, advising, and relationship-management skills to develop and maintain effective working relationships with leadership, staff, University partners, outside agencies, and members of the public; strong analytical and problem-solving skills, including the ability to evaluate complex issues, identify alternatives, and implement effective and policy-compliant solutions; expertise using spreadsheet applications, word-processing software, database systems, presentation software, and organization-specific administrative systems; ability to prepare and deliver presentations, briefings, and training to Department staff, leadership, and community stakeholders; working knowledge and understanding of the criminal and civil judicial systems.
