About the role

This position serves as the Chief of the Support Services Division, providing high-level administrative and operational support to ensure the efficient functioning of the office. The role involves advising on administrative feasibility, overseeing financial and budgetary operations, and managing critical programs that impact the overall capacity of the office.

Responsibilities

  • Advise and recommend on the administrative feasibility of operating plans, suggestions, and proposals.
  • Review existing support service programs and recommend modifications for improvement.
  • Develop and implement programs with the Director and Assistant Director, where failure could have an extreme adverse impact on office operations.
  • Present regular briefings to Division Chiefs, Director, and Assistant Directors on workload status, project progress, and critical issues.
  • Conduct detailed studies and analysis of organizational functions and work processes, providing recommendations during all phases of Regional Office activities.
  • Oversee financial and budgetary operations through subordinate supervisors, coordinating information exchange between Finance staff and operating divisions.
  • Act as an advisor to the Director and/or Assistant Directors on fund availability for personnel additions, equipment procurement, and significant expenditures.
  • Serve as the Personal Identity Verification (PIV) Official, managing the PIV issuance process and ensuring the integrity of the chain of trust.

Requirements

  • Must be a U.S. Citizen.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must serve a one-year probationary period or two-year trial period, during which fitness and public interest will be evaluated.
  • Subject to a background/security investigation.
  • Must complete an online onboarding process and provide acceptable identification (REAL ID compliant after May 7, 2025).
  • Must complete a Confidential Financial Disclosure Report (OGE-450) before entering duty and annually thereafter.
  • If not previously completed in a Federal position, a one-year supervisory probationary period is required.

Qualifications

To qualify for this GS-13 position, applicants must meet the following requirements by the closing date of the announcement:

  • Time-in-Grade Requirement: Must have served 52 weeks at the GS-12 level or equivalent in the Federal service. Current VBA employees outside the commuting area must hold a GS-13 (or higher) position with a promotion potential of None.
  • Specialized Experience: One year of experience equivalent to at least the GS-12 level, demonstrating:
    • Preparation of administrative study findings, recommendations, plans, and reports.
    • Advising on programs and procedures related to facilities, budgets, security, safety, and administrative activities.
    • Presenting position papers and technical presentations to top management or the public on finance and administrative issues.
    • Conducting independent evaluations of finance and administrative functions.
    • Preparing and monitoring complex budgets and resolving financial management issues.
  • Volunteer experience may be credited if it involved relevant competencies, knowledge, and skills.
  • Part-time experience will be credited on a pro-rated basis.

Physical Requirements: The work is primarily sedentary, with occasional walking, standing, bending, and carrying of light items.

Schedule

  • Work Schedule: Full-time, Monday–Friday, 8:00 AM–4:30 PM.
  • Compressed/Flexible Schedule: Not available.
  • Telework: Eligible for situational (ad hoc) telework only, with supervisory approval. Routine or recurring telework is not authorized. The selectee must report to the official duty station each scheduled workday.
  • Virtual Position: This is not a virtual position.
