Administrative Officer
About the role
This position is organizationally aligned to the Safety Section Department at the Tomah Veterans Affairs Medical Center (VAMC) in Tomah - WI. The primary purpose of this position is to provide administrative and management related support by analyzing - evaluating - advising - and/or conducting administrative processes and activities for the Safety Section Department.
Responsibilities
- Provides overall administrative management of the Safety Section Department
- Performs a full range of administrative managerial activities and responsibilities - including resource management and allocation - budget development - cost accounting - data collection and analyzing - program evaluation and performance improvement of the overall administrative and operational functions of the department
- Designs - organizes - and maintains data bases and filing systems
- Processes incoming and outgoing materials such as correspondence - reports memoranda - and other forms of written communication
- Attends meetings - prepares meeting minutes - and follow-up on action items with appropriate staff members independently
- Captures and coordinates the personnel management program - performing or overseeing the full range of human resources requirements
- Affords assistance to the Safety Section to ensure employees are compliant with established policies and programs
- Aids managers and staff in projecting staffing needs - writing position descriptions and/or functional statements - developing job analyses - preparing performance plans - appraisals/competencies - processing training requests - and drafting disciplinary and adverse actions
- Updates and maintains the service's organizational/functional and staffing charts
- Provides budget and financial management that includes budget oversight - justification and execution - financial management - and financial reporting
- Prepares budget package for submission to the budget office and responds to all questions
- Maintains balances and status of projects and recommends/justifies realignment of funds as needed
- Performs other duties as assigned
Qualifications
To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 07/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEVOA) appointment. You may qualify based on your experience and/or education as described below for GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: resource management and allocation - budget development - cost accounting - data collection and analyzing - program evaluation and performance improvement. OR - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge - skills - and abilities necessary to do the work of this position. NOTE: If using education to qualify - a copy of your transcript is required. OR - Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge - skills - and abilities necessary to do to the work of this position. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify - a copy of your transcript is required. You may qualify based on your experience and/or education as described below for GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: resource management and allocation - budget development - cost accounting - data collection and analyzing - program evaluation and performance improvement. OR - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree - or 2 full years of progressively higher level graduate education leading to such a degree - or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge - skills - and abilities necessary to do the work of this position. NOTE: If using education to qualify - a copy of your transcript is required. OR - Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Promotion Potential
The selectee may be promoted to the full performance level without further competition when all regulatory - qualification - and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
