About the role
This position is located in the Office of the Associate Director for Training Operations (TOPS), NCR Training Operations Directorate (NCR), Office of Cheltenham Operations (OCH), Cheltenham Administration Division (CAD), in Cheltenham, Maryland. The primary purpose is to serve as the Administrative Officer and Division Chief responsible for the direction, planning, management, and coordination of the administration and training support activities for the Federal Law Enforcement Training Centers (FLETC).
Responsibilities
- Formulate and implement policies and procedures for administration and support.
- Prepare proposals, briefings, and policy papers to support FLETC's budget and programs.
- Provide direct oversight, supervision, and management of division staff to ensure effective delivery of support activities and services for law enforcement training programs.
- Develop and evaluate administrative and training support programs to ensure compliance with regulations and optimization of resource utilization.
Requirements
- Must be a U.S. citizen to apply for this position.
- Males born after 12/31/1959 must be registered for Selective Service.
- Must successfully pass a background investigation.
- Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements.
- This is a non-bargaining unit position.
- Must possess and maintain a valid state-issued driver's license to conduct official government business.
- Must set up direct deposit for payment.
- May need to complete the initial online assessment and USAHire Assessment, if required.
- Occasional travel may be required.
- Overtime may be required, including weekends and federal holidays.
- This position is Emergency Essential and required to sustain FLETC’s operations under all conditions.
- Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting and annually thereafter.
Qualifications
To qualify for the GS-14 grade level, you must possess one year of specialized experience equivalent to the GS-13 grade level in the Federal government, performing duties such as:
- Formulating and implementing administrative policies and procedures related to budget, procurement, facilities management, personnel, and logistical operations for a large organization or program.
- Preparing and presenting proposals, policy papers, and briefings to senior leadership or external stakeholders to support organizational programs, budgets, or initiatives.
- Supervising and managing staff responsible for delivering administrative and training support services, including oversight of contracts, resources, and program effectiveness.
- Representing an organization in interagency meetings or collaborative efforts with federal, state, local, or private sector partners to coordinate operational and policy matters.
Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement.
Time-in-grade: Current General Schedule (GS) federal employees must have served 52 weeks at the next lower grade or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
