About the role
Under the direction of the Office Manager, this position performs assigned accounting duties and handles customer inquiries related to billing and collections. Unresolved issues are escalated to the Office Manager or Superintendent.
Responsibilities
- Respond to customers’ in-person and telephone inquiries, requests, or complaints regarding billing and collections.
- Prepare and deliver bank deposits and mail.
- Perform diversified accounting functions, including preparation and maintenance of the District’s financial records.
- Prepare monthly income statements, balance sheets, general ledger, credit reports, and related financial records.
- Maintain, update, and modify computer programs as required.
- Prepare and mail all billing for services rendered.
- Reconcile bank statements monthly and transfer funds to money market accounts.
- Maintain records for liens and water shut-offs; prepare necessary forms.
- Perform staff functions during periods of absence.
- Maintain records for vacation, sick leave, and accident insurance claims.
- Prepare and process District payroll and maintain related reports and records.
- Prepare various State, Federal, and PUC reports; assist in data compilation for rate increase requests, bond issues, and financial documentation.
- Assist in the preparation of the annual report.
- Recommend new office methods and procedures.
- Perform related duties as assigned.
Requirements
- Broad background in accounting, office systems, and office equipment.
- Proficiency in computer systems, billing programs, accounting software, and Microsoft Office (Excel, Word).
- At least one year of experience in public or utility accounting or a related field.
- Experience with Excel, Word, and adding machines.
- Ability to follow directions and multitask efficiently.

Functions independently within established District policies and procedures; refers to the Office Manager only for clarification or exceptions to policy.
