About the role

Provide expertise to review and analyze investigative reports to correctly identify and evaluate derogatory and mitigating information and make recommendations regarding an individual’s eligibility or continued eligibility for a Department of Energy (DOE) access authorization. Assist Personnel Security Specialist Subject Matter Experts with quality assurance of actions going to Federal Staff from the section’s team.

Responsibilities

• Attend and complete professional development training related to Personnel Security proficiency.
• Assure completeness of investigative coverage; identify and analyze derogatory and mitigating information.
• Prepare detailed written case histories, case evaluations, and analysis of all available information; make written determinations and recommend further action and processing.
• Ensure all written products are professionally prepared, technically and grammatically correct.
• Handle case evaluations for investigations, reinvestigations, HRP, and SCI cases.
• Prepare letters of interrogatory (LOIs), reports, or other security‑related documents as appropriate.
• Prepare correspondence related to subsequent security actions such as psychiatric evaluations, clearance suspensions, administrative reviews, including preparation of the Summary of Security Concern (SSC).
• Testify before a Hearing Officer during Administrative Review hearings when deemed appropriate.
• Ensure SSCs prepared by section team members for Administrative Review are correct, complete, and fully compliant with laws, DOE Orders, policy, and guidelines.
• Enter information and data into personnel security databases.
• Assist the SME in planning and training of personnel security specialists within the teams.
• Perform other duties as assigned.

Qualifications

• Undergraduate degree or at least one to three years of specialized experience in the DOE personnel security program or equivalent government personnel security or investigative experience (desirable).
• Demonstrated knowledge in good verbal and presentation skills at the professional level, communication, effective writing techniques, and computer skills.
• Excellent organizational and planning skills.
• Working knowledge of the DOE NNSA Personnel Security Program, DOE Manual 470.4‑5, Personnel Security, Title 10 Code of Federal Regulations Part 710 (10 CFR 710) and Atomic Energy Act of 1954, Energy Reorganization Act of 1974, the Privacy Act, and other related Federal statutes, Executive Order 10450, DOE standards and procedures implementing these statutes and executive orders, security regulations affecting personnel security programs.
• Possess comprehensive knowledge of theories, techniques, and practices in personnel security and ability to apply such principles to a wide variety of problems and situations, sufficient to evaluate the most serious derogatory personnel security cases.
• Knowledge of the principles of criminal law, political science, psychology, intelligence‑gathering processes, investigative procedures, medical and pharmaceutical terminology.
• Active DOE Q clearance.
