Addictions Counselor 3 (Kingsboro ATC)

Responsibilities

• Oversee the clinical performance and quality management/compliance of the program.
• Coordinate counselors’ schedules, group curriculums, data collection, and other clinical activities with the Assistant Director.
• Lead and direct a Case Management/Counseling work group.
• Oversee performance of Case Management/Counseling activities.
• Supervise staff assigned to a case management team, including preparing performance tasks/objectives, standards, appraisals, and ratings.
• Lead and supervise team staff in patient assessment, planning, and maintaining procedurally correct patient records.
• Ensure individual and group counseling is provided to each patient assigned to a case management team.
• Identify deficiencies in documentation and assist in implementing value-based documentation.
• Participate in onsite billing and insurance meetings.
• Provide supervisory coverage to ensure proper building supervision.
• Serve as building supervisor/back-up supervisor for treatment teams in the absence of other supervisory staff.
• Carry out crisis intervention or other treatment services when necessary.
• Conduct didactic sessions and carry a caseload of patients.
• Actively participate in the Management/Leadership Committee and other assigned committees or work groups.
• Perform other duties as assigned.

Requirements

• Current registration as a Credentialed Alcoholism and Substance Abuse Counselor (CASAC) Advanced Counselor or CASAC-Master Counselor in New York State.
• Eligible for transfer under Section 70.1 of the Civil Service Law OR reachable on the current Civil Service eligible list.
• For promotion: one year of service as an Addictions Counselor 2.
• For open competitive: two years of post-registration addictions counseling experience in a certified or licensed program, with at least one year including clinical supervision.
• For NY HELPS Program: two years of post-registration addictions counseling experience in a certified or licensed program, with at least one year including clinical supervision.
• Eligibility and maintenance of full and unconditional participation in the Medicaid and Medicare programs.
• Ability to meet mandatory overtime (MOT) requirements, including during emergencies when all other staffing options are exhausted.

Background Investigation

Prospective appointees will undergo the following checks:

• Review against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Candidates found responsible for serious or repeated acts of abuse or neglect may be barred from appointment.
• Criminal Background Check (CBC), including State and federal Criminal History Record Checks. Convictions must be reported; felony or misdemeanor convictions or falsified/omitted information may bar appointment or result in removal after appointment.
• Screening against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Candidates listed on the SCR may be barred from appointment.

Pay

$78,126 – $99,056 annually, plus $4,000 location pay. Candidates with no previous State service will begin at the hiring rate, plus any applicable location, geographic, or shift pay differentials. Promotion salaries are calculated in accordance with NYS Civil Service Law and negotiated union contracts.
