About the role

The incumbent will oversee the clinical performance and quality management/compliance of the program. In addition, the Addictions Counselor 3 will work with the Assistant Director coordinating counselor’s schedules, groups curriculums, collection of data and other clinical activities.

Responsibilities

  • Lead and direct a Case Management/Counseling work group.
  • Oversee performance of Case Management/Counseling activities.
  • Supervise staff assigned to a case management team including preparing performance tasks/objectives, standards, appraisals and ratings.
  • Lead and supervise team staff in patient assessment, planning, and maintaining a procedurally correct patient record.
  • Ensure that individual and group counseling is provided to each patient assigned to a case management team.
  • Identify Deficiencies on documentation.
  • Assist in implementing Value based documentation.
  • Participate in onsite billing and insurance meetings.
  • Provide supervisory coverage to ensure proper building supervision.
  • Serve as building supervisor/back-up supervisor for treatment teams in the absence of other supervisory staff.
  • Carry out crisis intervention or other treatment services when necessary.
  • Carry out didactic sessions; and carry a case load of patients.
  • Actively participate in the Management/Leadership Committee and other committees or work groups as assigned.

Requirements

Eligible for transfer under Section 70.1 of the Civil Service Law OR Reachable on the current Civil Service eligible list.

Promotion: current registration as a CASAC-Advanced Counselor or CASAC-Master Counselor in New York State and one year of service as an Addictions Counselor 2.

Open Competitive: current registration as a CASAC-Advanced Counselor or CASAC Master Counselor in New York State and two years of post-registration addictions counseling experience in a certified or licensed program. One year of this experience must have included clinical supervision.

Applicants must possess current registration as a Credentialed Alcoholism and Substance Abuse Counselor (CASAC) Advanced Counselor or CASAC-Master Counselor in New York State.

Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Skills

Mandatory overtime (MOT) is a requirement of this position. Chosen candidate(s) will be added to the mandatory overtime roster, which is utilized on a rotating basis. The MOT is applied during times of emergency, after the agency has made a good faith effort to have overtime covered and all other staffing options have been exhausted (volunteers, hourly staff, contracted staff).

Note: Candidates must be eligible and maintain eligibility for full and unconditional participation in the Medicaid and Medicare programs. Failure to maintain licensure, certification and Medicaid/Medicare eligibility will result in the termination of employment.
