About the Role

The Iowa Department of Inspections, Appeals, & Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic leader to join the regulatory department as Bureau Chief (Public Service Manager 2) within the Health and Safety Division. This position serves as the Bureau Chief of the Acute and Continuing Care Bureau, supervising managers, administrative staff, and the complaint unit. The role ensures timely investigation of acute and continuing care complaints and compliance with recertification survey requirements according to federal and state regulations. The Bureau Chief maintains certifications, communicates best practices, and oversees an operational dashboard for the Acute and Continuing Care and Long-Term Care Bureaus to track progress toward federal and departmental goals.

The position reports to DIAL's Health & Safety Division Administrator and is located in the 6200 Park Avenue State Office building in Des Moines.

Responsibilities

  • Supervise bureau personnel, including hiring, promotion, termination, discipline, work assignments, evaluation, professional development, relationship management, and mentoring.
  • Ensure department compliance with applicable State laws related to procurement, human resources, and IT services.
  • Analyze operational concerns and implement timely, effective, and economical solutions.
  • Implement metrics to enable data-driven decision-making.
  • Lead the Acute and Continuing Care Bureau in supporting agency operations.
  • Maintain all certifications required to complete surveys and communicate best practices to the survey team through regular Bureau meetings.
  • Oversee the operational dashboard for the Acute and Continuing Care and Long-Term Care Bureaus to demonstrate progress toward federal and departmental goals.

Requirements

Applicants must meet at least one of the following minimum requirements:

  • Graduation from an accredited four-year college or university and six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • Six years of full-time management-level work experience in the fields listed above and a combination of four years of education and full-time experience (30 semester hours of accredited college or university coursework equals one year of experience). Graduation from the Iowa Certified Public Manager Program equals one year of experience or education.
  • Four years of full-time management-level work experience in the fields listed above and a combination of four years of education and full-time experience (30 semester hours of accredited college or university coursework equals one year of experience) and two years of graduate-level education and full-time experience (24 semester hours of accredited graduate coursework in a public-service-related area equals one year of experience). Graduation from the Iowa Certified Public Manager Program equals one year of experience or education.
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
