About the Role

The AFRL/RJR Division is seeking a mid-level DO-II 1101 to support acquisition strategy development and program management at Kirtland AFB, NM.

Responsibilities

  • Leads multiple, cross-functional Integrated Product Teams (IPT) in developing acquisition strategies and coordinates contractual, financial, and technical tasks to meet deliverables, deadlines, and goals.
  • Supports integration of Scientific & Technological (S&T) Subject-Matter Expert direction, ensuring alignment with S&T vision and technical performance objectives.
  • Interfaces with stakeholders at all levels to advocate for resources necessary to accomplish program, portfolio, and/or project acquisition strategies.
  • Advises leadership on risks, risk mitigation strategies, and opportunities.
  • Manages the life cycle of associated contracts, including serving as source selection team lead or program management delegate when required.
  • Monitors and guides contractor progress, conducting contract kickoffs and Program Management Reviews as needed.
  • Represents the program at executive levels within the government and to contractor/industry representatives.
  • Ensures correct interpretation and application of program management policies, regulations, principles, standards, and procedures.
  • Mentors program managers with similar or less experience, sharing knowledge, information, and best practices collaboratively.

Requirements

  • U.S. Citizenship required.
  • Must obtain and maintain a TOP SECRET/SCI security clearance.
  • Required to handle and safeguard sensitive and classified information in accordance with regulations.
  • This is a drug-testing designated position; subject to pre-employment and random drug testing.
  • Must achieve and maintain DoD PM Certification and APDP Certification levels relevant to the position.
  • At least one year (52 weeks) of specialized experience at the next lower grade DO-I/GS-12 or equivalent in other pay systems. Examples include:
    • Serving as a program manager providing development, coordination, and execution of an acquisition strategy.
    • Coordinating contractual, financial, and technical tasks to accomplish deliverables, deadlines, and goals.
    • Applying program management regulations, policies, and procedures.

Qualifications

  • A bachelor's degree in a related field is highly valued; a Master's degree in business is ideal.
  • APDP Program Manager and/or PMP certification preferred.
  • Minimum of three (3) years of experience in federal acquisition, program/project management is highly valued. Examples of relevant experience include:
    • Serving as a program analyst, scientist/engineer, financial specialist, or contracting specialist.
    • Supporting identification, definition, development, and documentation of cost (budget/execution), schedule, and performance requirements for programs, portfolios, and/or projects.

Schedule

  • Eligible for situational telework as determined by agency policy.
  • May be required to work overtime.
