About the role

The Senior Acquisition and Business Operations Specialist supports the Secretary of the Air Force, Office of Competition (SAF/OC) Mission Partner Capabilities Office (MPCO) by providing planning for future contracts and acquisition efforts. The role primarily involves acquisition documentation support, contract strategy development, and procurement coordination.

Outcomes

  • Formally track all tasks, including assignment details, suspense dates, status, and comments through completion, and be prepared to brief upon request.
  • Develop digital continuity folders and files containing standard operating procedures, workflows, and point-of-contact lists to accomplish all tasks.
  • Create 2-3 products beyond client requirements that positively impact the client by increasing efficiency, effectiveness, or innovation.
  • Establish a foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals.
  • Master position tasks within 60 days and exceed requirements within 90 days.
  • Use government-provided Generative AI tools daily to accelerate tasks, research, documentation, analysis, planning, reporting, and problem-solving.
  • Recommend process improvements and practices that enhance quality, speed, and/or efficiency.

Responsibilities

  • Assist the MPCO with planning for future contracts and acquisition efforts.
  • Support the MPCO and Business Capabilities Office (BCO) with the receipt, management, and documentation of contract execution for MPCO and US BICES-X Enterprise contracts.
  • Provide recommendations and support to craft future acquisition strategies and follow-on contracting actions.
  • Assist in portfolio management across CDMN contracts, including monitoring contracts, expirations, transitions, and status reporting to leadership.
  • Produce acquisition-related documentation in coordination with BCO and MPCO, such as:
    • Acquisition Plans (including work breakdown structures, risk matrices, and mitigation strategies)
    • Independent Government Cost Estimates (IGCE)
    • Sections of solicitation packages (e.g., scope of services, performance work statements, statements of objectives, transition plans, instructions to offerors, market research, and evaluation criteria)
    • Quality Assurance Surveillance Plans
    • Proposal instructions and source selection documentation (plans, evaluation reports, briefings, summaries)
  • Assist with Requests for Information (RFIs) and coordination of Industry Days.
  • May serve as the Gemini Acquisition Task Team Lead and fill in for the Task Lead as needed.

Requirements

  • Minimum of ten (10) years of related work experience.
  • Minimum of six (6) years of specific work-related experience supporting a Department of Defense (DoD) component.
  • Experience in project management with DoD acquisition.
  • Experience applying the Federal Acquisition Regulation (FAR) to acquisition processes.
  • Experience assisting with the development of acquisition strategies based on market research and solicitation with selection criteria or instructions.
  • Experience with DoD procurement, including cost or price analysis, negotiations, and preparation of acquisition packages for services, supplies, and IT acquisitions.
  • Must have supported Air Force source selection and sole-source procurements.
  • Excellent verbal and written communication skills.

Qualifications (Desired)

  • Knowledge of Generative AI tools and methods.
  • DAWIA Contract Level II certification.
  • Experience as a Contracting Officer or Contracting Officer Representative.
  • Business degree or related degree.
  • Experience with the Air Force and/or Intelligence Community.

Education

MA/MS (or a BA/BS plus an additional 8 years of work experience, 4 of which must be work-related).

Location

Fort Washington, MD (Onsite – other options may be considered if not in the National Capital Region).

Travel

Local travel and/or occasional long-distance travel may be required, less than 10%.

Other Requirements
