As a member of our team, you will have the chance to work with customers that are both Government and industry leaders and technology innovators. We are seeking an experienced and highly motivated Acquisition Specialist - Senior consultant to support the Research and Development (R&D) portion of the customer organization. The ideal candidate will be well versed in all elements of the acquisition lifecycle, including managing ID/IQ contracts from cradle to grave.

Responsibilities

  • Provide knowledge and experience of DoD acquisition, including the Planning, Programming, and Budget Execution (PPBE) and Program Objective Memorandum (POM) processes.
  • Support pre-Award activities including the development and shaping of Acquisition documentation (Special Notices, RFIs, RFPs, BAA solicitations, market research, IGCEs, SOWs, SOOs, PWSs, CLIN structures).
  • Support source selection process for R&D as needed.
  • Prepare and utilize contract execution tracking mechanisms for managing active contracts under the ID/IQ, including tracking of obligations/expenditures and burn charts. Report under- and over-burning in a timely manner to ensure available funding for contract execution.
  • Coordinate and track invoice payments and deliverables with PMs/CORs.
  • Coordinate incremental funding and full funding for severable and non-severable contracts and/or CLINs.
  • Coordinate and track contract modifications and de-obligations.
  • Assist the Government in meeting its OSD obligation and expenditure rates.
  • Assist the Government in meeting Small Business Subcontracting goals.
  • Support contract closeout activities.

Requirements

  • BA/BS, MA/MS, or PhD in business, management, systems management, public administration, or equivalent experience (15+ years).
  • 15+ years of relevant experience with a High School Diploma, or 12+ years with a Bachelor’s Degree, Master’s Degree, or PhD.
  • Experience in and understanding of DoD acquisition, including PPBE and POM processes.
  • Experience in pre-Award activities, including development of Acquisition documentation (Special Notices, RFIs, RFPs, BAA solicitations, market research, IGCEs, SOWs, SOOs, PWSs, CLIN structures) for severable and non-severable contracts.
  • Strong verbal and written communication skills for building requirements, briefings, and other required communication.
  • Strong MS Excel experience for contract execution.
  • Experience in source selection/scientific review evaluation process for R&D.
  • Strong collaboration and coordination skills among Government stakeholders (ID/IQ PM, Task Order PMs, CORs, technical and administrative management SETAs, awarded contractors, and support staff).
  • Understanding of the FAR, DFARS, and Agency acquisition directives and processes.

Qualifications (Desired)

  • Technical Degree in physics, mathematics, chemistry, computer science, or engineering, or dual major with business, management, or systems management.
  • Experience in DoD acquisition for Research, Development, Test, and Evaluation (RDT&E).
  • Acquisition experience in the U.S. Government as a civilian or military member.
  • Hands-on experience with NGA’s acquisition and financial systems, including Orbit, PRISM, and GEO-F.

Position Type: Full-Time, Day shift. This position is contingent upon customer acceptance and may require access to export-controlled technology or software source code. U.S.-person status or necessary license may be required.
