Responsibilities
- Maintain a detailed understanding of SOF Rotary Wing aircraft, mission equipment, and operating environment
- Interact with SOF aircrews to assist the PEO in understanding key user requirements and capability issues
- Develop, coordinate, and execute rapid prototyping of leading-edge technologies (avionics, communications, materials, and survivability equipment) to assess the ability to improve SOF mission execution
- Lead coordination with the Intelligence Community to aid the Rotary Wing Enterprise in understanding trends in threat capability and implementation
- Ensure program compliance with organizational guidance and regulatory requirements
- Interpret regulations and directives to determine the impact on programs
- Cook up coordination with the USSOCOM staff to resolve HQ issues relating to program execution
- Routinely brief senior leaders within USSOCOM and the SOF Enterprise on program status, issues, and recommended courses of action
- Develop elements of program acquisition strategies to transition leading-edge technologies to programs of record
- Keep program information current and organize data to submit to management for decision-making
- Prepare reports and briefings on program status, policies, and procedures, in support of acquisition program milestones
- Analyze the effectiveness and efficiency of the program; develop recommendations to improve program operations
- Answer data calls and inquiries on program policies and procedures
- Participate in the requirements development process in support of senior managers and Government counterparts
- Monitor programs to ensure compliance with policies and procedures
- Manage program cost, schedule, performance, and risks in accordance with policies and procedures; formulate proposed mitigations as necessary
- Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in the development of solutions to program issues
Qualifications
- Minimum Experience: Citizenship: Must be a US citizen
Clearance: Must have and be able to maintain a TS clearance with SCI
Eligibility Certifications: DAUWIA Practitioner (formerly Level II) - Equivalency in the Program Management, Engineering & Technical Management, or Test & Evaluation fields or ability to attain within 6 months of hire with approved customer deferral
- Education: Bachelor's degree
- Years of Experience: 10 combined years of operational and acquisition experience related to DoD rotary wing weapon systems
5 years of DoD acquisition program management experience - Experience: Working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, “Operation of the Defense Acquisition System”
Experience with project management/scheduling software applications such as MS Project
Experience with task management systems, proficient in building executive-level briefings, and able to apply acquisition experience to formulation and consolidation of official responses to taskers, RFIs, etc. - Preferred Experience: Education and Experience: Master's degree in business or acquisition and 8 years of experience in DoD Acquisition Program Management
Knowledge of SOF-unique acquisition processes is valued
Experience staffing SAMPs, APBs, and 70-1 documents for projects, combat evaluations, and studies highly desired
Experience staffing FM worksheets for AF9 and DD448 funding, spend plan build development, market surveys, and technical evaluations is highly valued
