About the Role

The Adult Care Home Program supports providers in creating a healthy and safe environment for older adults and persons with disabilities, ensuring accountability to local, state, and federal rules. This position is essential to ensuring residents of adult care homes have qualified staff to meet their needs.

Responsibilities

  • Process ACHP caregiver applications and background check requests
    • Review, verify, process, and monitor caregiver applications.
    • Verify training, testing, required certifications, ACHP compliance history (including abuse or neglect), background checks, and continuing education requirements.
    • Enter applications and background checks in the ACHP database; verify payments owed; process and enter application and background check fees.
    • Review and process background check requests: verify identification, complete accurate data entry, monitor ORCHARDS database for updates, and contact individuals for follow-up.
    • Provide technical assistance to program staff and applicants regarding the background check process, application process, and status.
    • Apply Multnomah County administrative rules to make determinations on caregiver applications.
    • Generate approval letters and denial notices with hearing rights.
    • Monitor ACHP and ORCHARDS databases for changes in status; identify caregivers who may have lost eligibility due to changes in qualifications or background status.
    • Notify applicants of required corrective action, such as revocation of approved status.
    • Notify supervisors and licensors of changes in caregiver eligibility and background check revocations.
  • General office support
    • Assist with front-desk coverage for walk-in customer service, including applications, background checks, and payments.
    • Administer, proctor, and score ACHP testing.
    • Handle outgoing mail, including certified mail, and document mailings.
    • Act as backup for other OA2 tasks.
    • Attend group meetings.
    • Assist with registration for trainings and conferences.
  • ACHP Program Support
    • Respond to inquiries and provide information regarding program rules, processes, procedures, and services.
    • Coordinate with licensors and other ACHP staff.
    • Maintain local database, including data entry and management of applications.
    • Scan documents into the ACHP database and create/maintain files.
    • Work with CALMS, ASPEN, ORCHARDS, and other state databases as needed.
    • Assist with running and distributing routine reports and updating public file information.
    • Assist with scheduling and preparing materials for hearings.
  • Process New License & New Resident Manager Applications
    • Review new license and resident manager applications for completeness, including evaluating training, testing, and required certifications.
    • Generate incomplete application notices with detailed information about requirements, missing information, and due dates.
    • Monitor incoming materials and notify licensors when applications are complete.

Requirements

  • Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values.
  • Equivalent to an associate degree AND one (1) to four (4) years of increasingly responsible experience demonstrating the ability to perform the duties of the position. (Equivalency: 3–6 years of qualifying training and/or experience).
  • Must pass a criminal background check with Multnomah County.
  • All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.

  • This is an hourly union-represented position eligible for overtime pay.
  • This position is designated as “hybrid telework,” meaning you will work both remotely and in person at the onsite location. The hybrid designation may change in the future.
  • During emergencies, county employees may be reassigned to support critical community needs.
