About the role
The Lottery Division seeks a detail-oriented Accounts Payable Accountant to join our Financial Services team. This role is crucial for managing vendor payments, tax obligations, and ensuring compliance with state regulations.
Responsibilities
- Disburse & Monitor Vendor Payments: Fulfill financial commitments, review source documents, and monitor vendor records in CORE.
- Manage Contract Invoices & Encumbrances: Audit vendor invoices, liquidate encumbrances, and track multi-year payments.
- Oversee Tax Obligations & Daily Withholdings: Analyze and refine tax withholdings, ensuring compliance with IRS timelines.
- Execute Winner & Child Support Intercepts: Audit subsystem data and process timely payments to state programs.
- Lead 1099 Tax Compliance Audits: Monitor vendor payment data, analyze W-9 documentation, and perform audits in CORE.
- Serve as the Lottery Travel Liaison: Evaluate travel expense reports, resolve discrepancies, and train staff on reimbursement procedures.
- Manage Imprest Bank Account Operations: Issue manual and replacement warrants, reconcile accounts, and generate CORE reimbursements.
- Process Inter-Agency Transactions (ITs): Audit, code, and input transactions into CORE, ensuring full documentation.
- Resolve Vendor & Billing Discrepancies: Research vendor statements, analyze payment chains, and collaborate with vendors to correct errors.
- Support Financial Reporting & Year-End Closing: Prepare standard and ad-hoc reports, audit journal entries, and assist with year-end closing processes.
Qualifications
- Experience: Four (4) years of relevant professional Accounting or Auditing experience, or a combination of education and experience equivalent to four (4) years.
- Education: Related coursework in Accounting, Finance, or Business, totaling 27 semester hours, plus relevant experience.
- Licenses: Current, valid CPA license by the Colorado Board of Accountancy.
- Skills: Extensive experience with GAAP and GASB, proficiency in CORE financial systems, and expertise in tax withholding and IRS rules.
