About the role

The Lottery Division of CDOR seeks a detail-oriented Accounts Payable Accountant to join the Financial Services team. This role involves managing vendor payments, tax obligations, and ensuring compliance with state fiscal rules.

Responsibilities

  • Disburse & Monitor Vendor Payments: Issue disbursements, review source documents, and monitor vendor records in CORE.
  • Manage Contract Invoices & Encumbrances: Audit vendor invoices, liquidate encumbrances, and track multi-year payments.
  • Oversee Tax Obligations & Daily Withholdings: Analyze and reconcile tax withholdings, ensuring compliance with IRS timelines.
  • Execute Winner & Child Support Intercepts: Audit subsystem data and process payments to state programs.
  • Lead 1099 Tax Compliance Audits: Monitor vendor payment data, analyze W-9 documentation, and perform audits.
  • Serve as the Lottery Travel Liaison: Evaluate travel expense reports, resolve discrepancies, and train staff.
  • Manage Imprest Bank Account Operations: Issue warrants, reconcile accounts, and generate CORE reimbursements.
  • Process Inter-Agency Transactions (ITs): Audit and code transactions, and match invoices with agreements.
  • Resolve Vendor & Billing Discrepancies: Research and correct invoicing errors.
  • Support Financial Reporting & Year-End Closing: Prepare reports and assist with closing processes.

Qualifications

  • Four (4) years of relevant professional Accounting or Auditing experience.
  • A combination of education in Accounting, Finance, Business (27 semester hours in accounting or auditing), and relevant experience equal to four (4) years.
  • Current, valid CPA licensure.

Preferred Qualifications

  • Experience in a government setting.
  • Expertise in GAAP and GASB pronouncements.
  • Knowledge of CORE financial systems.
  • Experience with IRS same-day reporting rules.
  • Collaboration with legal counsel.
  • Variance analysis and discrepancy resolution.
  • Multilevel review of financial statements.
  • Accuracy and internal controls adherence.
  • Establishment and maintenance of internal controls.
