About the RoleAccountant TraineeUnder close supervision of the California High-Speed Rail Authority’s (Authority) Accounting Administrator I (Supervisor) in Receivables and Cash Management Section, the Accountant Trainee performs the entry and trainee level duties in the professional accounting series which requires an understanding of the entire accounting process. This includes performing cashiering and disbursement functions. The Accountant Trainee ensures the safeguarding of assets and compliance with Financial Information System of California (FI$Cal) and accounting policies applicable to the job. All work is completed by utilizing the State Administrative Manual (SAM), California Government Code (GC), Statutes, Federal Railroad Administration (FRA), Internal Operation Manuals and policies, FI$Cal job aids and desk procedures. Accounting Officer (Specialist)Under general supervision of the California High-Speed Rail Authority’s (Authority) Accounting Administrator I (Supervisor) in the Receivables and Cash Management Section (Accounts Receivable Section), the Accounting Officer (Specialist) functions at the first journey level duties in the professional accounting series of average difficulty which requires an understanding of the entire accounting process. This includes performing reconciliation, cashiering and disbursement functions. The Accounting Officer (Specialist) ensures the safeguarding of assets and compliance with Financial Information Systems of California (FI$Cal) and accounting policies applicable to the job. All work is completed by utilizing the State Administration Manual (SAM), State Government Codes, Statutes, Federal Railroad Administration, Internal Operations Manuals and policies, FI$Cal job aids and desk procedures. Desirable Skills• Ability to interpret state and federal guidelines on accounting principles and procedures referencing SAM, Uniform Code Manual, California Human Resource (CalHR) and Government Code guidelines related to state Accounting, internal control, and financial reporting.• Possess strong analytical, verbal, and written communication skills.• Knowledgeable of the state accounting process, accounts payable, accounts receivable, and strong FI$Cal knowledge and skills.• Knowledgeable of revolving funds reconciliation in an organization.• Knowledgeable of the Year End process (accruals) and GAAP requirements and reporting requirements.• Ability to multi-task and proficient with computer software applications including Microsoft Excel and Word.• Ability to analyze data and draw sound conclusions and adopt an effective course of action.• Experience with payroll accounts receivables or other similar collection processes and accruals.• Experience with accounts receivable, deposits, disbursements, and/or fiscal adjustments.• Experience with reconciliation efforts.• Experience updating and/or developing policies and procedures. LocationThe High-Speed Rail Authority headquarters building is located in downtown Sacramento on the corner of 8th and L Street. We are located one block away from the 8th and Capitol light rail stop, as well as the 7th and Capitol light rail stop.
